Russia's actions to undermine the trust of Americans to the US Electoral System were based on documents developed by the Russian Institute for Strategic Research (RISI). This conclusion was reached by US intelligence services, Reuters reports citing former and current American officials.

Two confidential reports by RISI, the American special services received at their disposal after the election on November 8. The first document was distributed in June last year "at the highest level of the Russian authorities", but was not addressed to any particular person.

The report recommended the Kremlin to start a propaganda campaign in social media, Russian state media and leading world news agencies in order to encourage US citizens to "elect the president who will occupy a milder position in relation to Russia."

The second report of Risi, prepared in October, warned that the presidential candidate from the Democrats Hillary Clinton would most likely win the elections. It was noted that in this regard, it is more profitable to stop propaganda in support of Donald Trump and activate reports of falsification of elections. According to the authors of the document, this was supposed to undermine the legitimacy of the US election system and cause damage to Clinton's reputation.

According to Reuters sources, these reports of RISI became the basis of the conclusions of the Barack Obama administration that the Russian authorities launched the Face News distribution campaign and were involved in the cyber attacks of the US National Committee of the US Democratic Party.

Vladimir Putin was personally acquainted with the reports, a former high -ranking American intelligence officer told the agency. "Putin wanted to see the overall picture and he asked the institute to draw a roadmap for him," he said.

The sources of the agency noted that information about RISI reports is strictly classified. They refused to say how the United States received these documents. American special services also refused to comment.

On January 7, a declassified version of the report prepared by the CIA, the FBI and the NSA was published. The document stated that Russia's interference in the course of the presidential campaign in the United States was undertaken on Putin’s personal instructions . The goals of Russian intervention was called intelligence undermining the public confidence in the American presidential election, Clinton discrediting and Trump support. “We are firmly confident in these conclusions,” the report was emphasized.

The CIA and the FBI were noted in the document, completely shared the opinion that Clinton was denigrated to increase Trump's chances. Meanwhile, the NSA is not so sure of this.

Russia sought to undermine the liberal-democratic order, the support of which in the world is the United States, since the promotion of democracy Putin and its environment is perceived as a threat to its regime, the document was noted. Moscow worked simultaneously in several directions. Methods of both intelligence, in particular cyber attacks, and propaganda were used.

In cyber attacks on the server of the National Committee of the Democratic Party, American intelligence accuses GRU. It was this structure, stated in the report, published the stolen correspondence of the functionaries of the Democratic Party through the Guccifer 2.0 hacker, as well as the website DCLEAKS.com and Wikileaks.

Meanwhile, Trump, after a meeting with the heads of intelligence agencies, at which he was presented with a full version of the report, rejected the conclusions of the investigation. “Although Russia, China, other countries, individual foreign groups and private individuals do not stop attempts to hack the computer infrastructure of our government institutions, private firms and other organizations, including the National Committee of the Democratic Party, these attempts did not have any impact on the election outcome,” he said. “In particular, cars were hacked for counting votes.”
