A case of negligence was opened against Moscow officials due to the death of children on Syamozero

The Investigative Committee opened a criminal case against employees of the Moscow Department of Labor and Social Protection due to the death of schoolchildren during a storm on Syamozero, according to the response of the Federal Antimonopoly Service to the appeal of the head of the Yabloko party, Emilia Slabunova.

The case was opened on January 27 under Part 3 of Article 293 of the Criminal Code (negligence resulting in the death of two or more persons through negligence); it is being conducted by the main main department of the Investigative Committee for the investigation of particularly important cases.

Yabloko's Anti-Corruption Policy Center appealed to the FAS, demanding to check the auctions of the State Defense Department, which were won by the Karelian camp "Park Hotel Syamozero". Yabloko talked about a cartel agreement between the customer and the contractor, since the technical requirements coincided with those indicated on the travel agency’s website.

The contracts of the department and the Park Hotel Syamozero were signed by the deputy head of the department, Tatyana Barsukova. In an interview with RBC, she called the information about the criminal case a “surprise”: according to her, the Investigative Committee twice initiated and dismissed cases against employees of the mayor’s office. “Everything was checked there, inside and out, and how the competition was held, and so on,” assured . she

After checking six auctions, the FAS found out that the Park Hotel Syamozero received almost 69 million rubles due to collusion. After this, the materials were sent to the Investigative Committee.

On June 18, 2016, several dozen campers and two adults were swimming on the lake during a storm warning. The boats capsized and 14 children died as a result of the crash.

In early April, a Karelian court sentenced paramedic Irina Shcherbakova to three years in a penal colony for mistaking a child’s complaint about the crash for a joke. Also involved in the case are the owner of the camp, Elena Reshetova, the camp employee, Vadim Vinogradov, and the instructor, Valery Krupoderschikov.

They are accused of providing services that do not meet safety requirements (Article 238 of the Criminal Code) and leaving them in danger (Article 125 of the Criminal Code). The FAS also opened a case regarding the organization of recreation on Syamozero, considering that the camp’s management violated antimonopoly legislation.
