
The regional law of the Perm Territory “On the Protection of Family, Motherhood, Fathers and Childhood” was adopted in December last year. He entered into force on January 1. By law, young mothers can receive additional compensation for a child from the state in the amount of 60 thousand rubles. This concerns, however, not all. In order to get a subsidy, it is necessary, firstly, to be not younger than 19 and not older than 24 years, and secondly, the child should be born from January 1, 2017 to December 31, 2019 and, finally, a woman is obliged to be a marriage or a child should formally establish paternity. Young, but unmarried mothers and their children with unidentified paternity on this one -time payment cannot be counted.
In the commentary of Medusa, the representative of the administration of the Governor of the Perm Territory Maxim Oborin called this law "one of the additional measures to support the birth rate in the Prikamye." Oborin emphasized that the purpose of the law is to support families and women who gave birth to a first -born who has a father, and not discrimination of those who have not been established for whom. According to him, before adopting a bill, he was discussed with young mothers and public organizations - and they supported him.
The deputy of the Legislative Assembly of the Perm Territory and one of the authors of the law, Sergei Kleptsin, explained that the law was adopted for ideological reasons: “Today we approach a situation when people born in the 1990s, during a serious demographic failure, are increasingly deciding on the delayed birth of the first children. If we now do not decide on the need to support young women born in the 90s, then at least we get into a situation of the threat of a two-time demographic failure. ”
Sergei Kleptsin, indicated on the official website of the Legislative Assembly of the Perm Territory as the coordinator of the federal project “Russia is important for every child”, believes that the state should support the idea of conscious parenthood with the help of restrictions. On the air of the NTV channel, he explained why some young single mothers should not count on help: “I have the experience of the birth of planned children and desirable. Absolutely accurately that the birth of such random children occurs after discos, some between the parties, corporate parties, and something else. ”

The Commissioner for the Rights of the Child in the Perm Territory Pavel Mikov shares a similar attitude to women who gave birth and raising a child without paternity. In the commentary of the BBC, Mikov explained that they do not have the right to one-time payments, since “a woman should first of all think from whom she gives birth and with whom she wants to connect her fate. If she met a man irresponsible, sorry, then this is her choice, but the state should not support these negative social phenomena. ”
The law in the Perm Territory was adopted against the backdrop of the propaganda of the ban on abortion, which is traditionally considered as one of the measures to increase the birth rate. In the commentary of Medusa, the lawyer Marie Davtyan said that the Perm law and the statements of the deputies are humiliated and put under the blow of all women, not just single mothers. According to the Davtyan, the law should not bear the educational function and inspire women with shame for growing a child without a father: “The state should not participate in private life and decide who and how to make children. It is not forbidden to be a single mother. Therefore, their [deputies] decision is an absolutely accurate violation of the law. ” As the human rights activist emphasizes, single mothers are the most vulnerable group of women with children: they have the burden of the child’s single content.
Elena Kotova, head of the Cradle of Hope and the author of the idea of Baby boxes, said in a conversation with Medusa that Perm lawmakers replace the concepts: “This payment is not given for her mother, not for her needs, but for her child’s necessary. Discussion of women should be prohibited. The woman, in addition to giving birth and raising a child, did not refuse him and gives an education. It’s wrong to throw stones at it. ”
In her opinion, it is impossible to insist that all women should give birth in a marriage, in a derogatory form to contact single mothers and rank the circumstances of their pregnancy. All the children, regardless of whether they have a father or not, should receive help from the state: “If the child was born, then he is not to blame for the fact that his father did not want to take responsibility, did not marry his mother, did not give his last name.”
The performance of Klepcin on NTV and the law itself caused a stormy public discussion . On April 19, at a meeting of the Government of the Perm Territory, Governor Maxim Reshetnikov turned to the deputy prime minister of the region Tatyana Abdullina with the question: “What is the deep meaning of this norm?”. She replied that the meaning of the norm is to support families in marriage. “You do not require a marriage certificate. You are talking about the fact that the birth certificate does not have a record of paternity, ”Reshetnikov objected. “Great public outcry and I believe that at least an ambiguous norm, so prepare and for the nearest legislative assembly, issue a draft law that eliminates this discrimination.”
The press secretary of Reshetnikova Daria Levchenko explained that the bill in the current video approved another leadership (Maxim Reshetnikov was appointed Acting Governor on February 6, 2017). Now the head of the Perm Territory requires changes to the law-so that young single mothers can also count on a one-time payment. Amendments to the law will have to be considered at the next meeting of the local parliament, which will be held on June 1.
