Renovation or "scam of the century"?

The Russian State Duma has begun to consider the bill on housing renovation in Moscow , which establishes, in particular, the procedure for demolishing five -story buildings and the resettlement of their inhabitants to other apartment buildings. On Thursday, April 20, the document, supported by a number of State Duma committees and President Vladimir Putin, was approved in the first reading.

For the adoption of the document, it is supposed to amend the law "On the status of the capital of the Russian Federation" and individual legislative acts "regarding the establishment of the characteristics of the renovation of the housing stock of the capital of the Russian Federation - the city of federal significance of Moscow."

According to the bill, Muscovites, who are relocated under the renovation program, will receive equivalent, but, as the authorities promise , "much more comfortable housing" without surcharge. The list of five -story buildings that they plan to demolish first have already been published .

On the eve of the consideration of the bill in the Duma, it was criticized by the Presidential Council for the codification and improvement of civil law. This is written by "Vedomosti". "The bill on the renovation of five -story buildings in Moscow does not solve the problem - updating the housing stock," the expert review said. “The cost of the real estate provided may be many times lower than the value of the released, and the remoteness from the previous place can lead to both the deterioration of the business and its termination. There is also no cost of paying value,” the advice of the Council experts.

Earlier, State Duma deputy Galina Khovanskaya stated that the bill cannot be adopted in the first reading - there are too many comments on him. Experts believe that many of its provisions do not comply with the constitution. According to Khovanskaya, if we adopt the bill in the current form, he will work before the first appeal to the Constitutional Court of the Russian Federation.

Experts believe that it is necessary to “more clearly register the provision of citizens' rights regarding the receipt of new housing”, give a more clear definition of the term “Renovation of the housing fund” and specify the concept of “equivalent living space”, which will be given to citizens in return for the demolished.

The bill allows the residents of the five -story buildings for two months to sign documents on relocation. Otherwise, the Moscow authorities will receive the right to seek resettlement through the court. At the same time, residents will be able to appeal the decision of the court only in part, which concerns the "equivalent" of the new apartment, but will not be able to challenge the fact of relocation.

There are no norms in the project that regulate the actions with housing in the pledge (for example, the one that is acquired in a mortgage).

The bill does not give the owner the right to abandon the option proposed by the city if it meets formal requirements (by meter and number of rooms), but does not suit other reasons for other reasons: not that floor, angular location, shadow or sunny side, location of rooms, meters of kitchen and other rooms.

Many Muscovites living in prestigious areas with developed infrastructure do not agree to go to new buildings near the Moscow Ring Road. They call the program of the Moscow authorities to relocate a “violation of the Constitution” and their property rights. In addition, the market value of their housing after moving will fall significantly.

- In Moscow, all urban planning norms are canceled - both federal and current Moscow. That is, everything happens according to the principle - we build, where we want, how we want and how much we want.

The development of any density, any altitude, built up any green, cultural, historical zones, should not interfere with us. You can imagine what disgrace will begin with point buildings in each quarter, again will cut down green spaces, which in Moscow are already very few. Well, as for the resettlement themselves - there, too, happiness will not be very large. Maybe someone is lucky, but now, on the example of the Ostankino district, we see that people are moving closer to the Moscow Ring Road. And the areas that are freed are green, with good infrastructure, next to the metro - these are tidbine objects for investment. Here they are cleared for budget money, people will be resettled to the outskirts, in industrial zones, where it will be very difficult for them to get used to it, and investors will earn money in the vacant places, of course, not without benefit for officials that these land plots will provide them. Everything is very simple, clear and everything is as always. But I think that this must be resisted, ”says Sergey Mitrokhin.

According to official figures , the total area of the houses of the outdated housing stock in Moscow is 25 million square meters. About 1.6 million people live on them. At the moment, the authorities have organized a telephone survey. Muscovites are asked if they are ready to participate in the program. In May, on the basis of this survey, it is planned to make preliminary lists of houses for inclusion in the renovation program.

In fact, now the construction lobby cannot sell 75 percent of the new buildings that they made are the so -called “ghetto” on the outskirts of Moscow, and they are now trying to poke this to no right housing to the city. And the city is joyful for this, most likely, not without any interest of Moscow officials who are merged with the construction lobby into a single whole.

- People are not afraid, people read laws! There is a ownership of real estate and, most importantly, to land that is very expensive in Moscow. They want to take our land and our real estate from us and give it to us, it is not clear to anyone, and in return we give some cheaper land, of course, some apartments that are not clear from what are built. The law says that it can be any neighboring area within the district, but obviously it will not be sent to the center, but from the center, it is not clear in which microdistrict, what number of storeys and so on. I personally bought an apartment in my five -story building, I have a Timiryazevsky district, I still pay a loan, I was looking for it for two years - what kind of window, what neighbors, what location relative to the metro, relative to the park, and so on. It is important for me every tree under my window and my every neighbor, I chose a habitat for myself, this is my choice. Now people are treated as serfs, which can be raised by whistle and relocated to another place. This violates all the fundamental human rights!

- You said you took a mortgage loan to buy an apartment. And what about it now?

-I do not even admit that someone will relocate me! And my neighbors will not be relocated, we will not allow this! I don’t know how they are going to sort things out with banks, but this is no longer our problem.
