Two weeks of such a life, the foreman and the temporarily acting manager Elena Tashlykova called regional television, and the whole Khabarovsk Territory died on the farm. Journalists of the DVHAB publication announced a fee of money, and in two days people raised more than a hundred thousand rubles for feeding animals. At the same time, the governor of the region intervened in the situation, and at his request several enterprises brought soy straw and hay for free. The cows were saved, they will have enough collected food until the end of the month, and on April 24 there will be auction, on which the Kotikovo enterprise, perhaps someone will buy.

The director of the Lermontovskoye JSC, which since March 2016 took the Kotikovo farm-banking farm for responsible storage, Dmitry Goryachev, claims: the Ministry of Agriculture of the Khabarovsk Territory is to blame for the hunger and workers.

- When did you find that there is not enough food for cattle? - I ask Dmitry Goryachev.

- In 2016, there was death of the crop, we did not count the feed for a total of about 44 million rubles. In principle, we had funds, but we expected that we would receive subsidies from the Ministry of Agriculture. In the fall of 2016, the ministry knew that we had stated for subsidizing the death of the crop of 20 million. To date, we did not receive an official response on our application, that is, no refusal, nothing has been received to us.

- Why did you decide not to wait for the trading, because there were only a month left?

- If we waited for the auction, then the Lermontovskoye would already write an application for bankruptcy. To preserve at least the current enterprise, we had to go to these extreme measures, because we did not see support from the ministry. We thought that there was enough Lermontovskoye, but there was not enough for Kotikovo.

- What is the reason for this situation in Lermontovsky?

-Due to the fact that we at one time obeyed the Minister of Agriculture and took on two bankrupt enterprises.

- Why did you take?

- Because the minister asked about this, who promised that “I will help you,” but in fact he did not help us and aggravated everything, brought this whole situation to critical. We see indifference from their side, indifference, callousness, misunderstanding of all issues. All this could have been avoided if the Ministry of March 10 said that we offer you financial assistance. Maybe we would not have taken this money and could feed the number of livestock until April 24, but the principle of approach to solving this issue is important.

- What do you feel for these people in Kotikov, who are working there now?

“I don’t feel anything to them, I just understand that they may have a resentment at me, but I am not to blame for them.” We did not steal the money from the state, invested their own. Just people, when they received a salary of 10-15 thousand rubles and after that they switched to a salary of 20-30 thousand, they behave a little incorrectly. And the fact that the state refers to investors who are ready to invest money remains on the conscience of the Minister of Agriculture and the Governor of the Khabarovsk Territory.

- But what about the responsibility for the cows that are left without food?

- I was not to blame for this, because the ministry at the end of 2016 already knew that there would be problems with the feeds, knew that we had two bankrupt enterprises on the balance sheet, and did not take any measures. Who should I sympathize with? Cows? Well, maybe they are exhausted, in this form, maybe. And by and large, I didn’t bring them to this, but the indifference of officials and the bankruptcy trustee.

- Do you know what the Budget Code is? He clearly prescribes where and what money is spent. The budget of the Khabarovsk Territory is adopted by a separate law every year. Hypothetically, we can do this, but it will take from three to six months at least. Another point: what grounds to support some separate enterprise?

-You, as a deputy minister of agriculture, see some kind of flaw or mistake, which could influence the fact that everything happened?

- We do not see our shortcomings in anything, because we are stubbornly trying to get in contact with both the bankruptcy trustee and the director of Lermontovsky, but if people lock themselves tightly, and then create such a situation, hiding in hunger animals, it looks more like sabotage. The situation is artificial.
