Belotserkovsky was born in 1928 in the family of the famous Soviet playwright Bill-Belotserkovsky. He participated in the dissident movement, was a like -minded and ally of academician Andrei Sakharov.

In 1972, Belotserkovsky emigrated from the USSR. He worked as a commentator at the Freedom radio station in New York and Munich. Belotserkovsky published in Russian and several European languages ​​books and articles on the theory of the synthesis of socialism and capitalism, as well as on political, sociological and national issues. He also developed the economic theory of the cooperative system.

Since the beginning of perestroika, Belotserkovsky often began to come to Russia. He took an active part in the formation of independent trade unions, participated in the public movement "For Human Rights", advocated the cessation of the war in Chechnya.

In 2006, Belotserkovsky received US citizenship for personal merits and moved to live in this country. He led a long correspondence with President Barack Obama and received an invitation to his personal meeting. However, it did not take place due to the state of health of Belotserkovsky.

In 2013, for the publication of the Article "Lugovoi - KGB person", the Ministry of Internal Affairs of Russia opened a criminal case against the Belotserkovsky on the request of the State Duma deputy Andrei Lugovoi. In protest, Belotserkovsky abandoned Russian citizenship.
