Detained on the morning of April 23, the defender of the Krylatsky Hills park, Sergey Ignatiev, was released from the Krylatskoye police station. Ignatiev was released after he and his lawyer stated that Ignatiev had the status of a member of the election commission with the right to vote and could not be subjected to administrative penalties imposed in court without the consent of the prosecutor of the subject of the federation.
Administrative protocols were drawn up against Ignatiev under two articles of the Code of Administrative Offenses - 19.3 (disobedience to the lawful order of a police officer) and part 5 of article 20.2 (violation by a participant of a public event of the procedure for holding it). According to Ignatiev, the police are going to make an inquiry regarding Ignatiev's status to the St. Petersburg election commission, since Ignatiev is from St. Petersburg.
Two more detained on the morning of April 23, Denis Parusov and Eduard Zinoviev, are left at the Krylatskoye police station for 48 hours before the court session. Both also drew up protocols under Article 19.3 and Part 5 of Article 20.2 of the Code of Administrative Offenses.

Sergey Ignatiev, Denis Parusov and Eduard Zinoviev were detained on the morning of April 23 during a meeting of residents of the Krylatskoye district in defense of the Krylatsky Hills park. At 12 o'clock in the park opposite the Anna Akhmatova Library at 34, Krylatsky Hills, a meeting was to be held with State Duma deputy from the Communist Party Valery Rashkin, but he did not come. Instead, another State Duma deputy from the Communist Party faction Vladimir Pozdnyakov arrived, who from the stage asked the residents to submit written applications to the deputies. The police then demanded that the citizens stop the "inconsistent event", but the residents refused to leave, saying that they were walking in the park. After 20 minutes, the police began to detain the meeting participants.
