In Murmansk, they decided to attach a sailor to a pedagogical institute

Murmansk, on the coat of arms of which the cod and silhouette of the ship flaunts, risks being left without the only marine educational institution that produced personnel for the fish industry. Governor Marina Kovtun is persistently lobbying for the accession of the Murmansk State Technical University (MGTU), uniting the Middle and Highest Sea Madrid, to the former pedagogical institute, now bearing a loud name of the Arctic Humanitarian University (magician).

At the end of April, they announced: the magician won the Minobra contest on the status of a support university, for which he competed with a technical university for several years. This became possible with the unconditional and very active personal support of the governor: Rector Andrei Sergeyev openly speaks of her participation in the fate of the university, and Kovtun himself has been publicly publicly mentions the creation of an Arctic University, which has already absorbed the branches of the Mining Institute and the University of Petrozavod, as their own achievement. It is not clear not clear with the norms of the Federal Law “On Education”, excluding higher education issues from the competence of the regional authorities, as well as prohibiting the elimination of competition in the educational services market.

The history of the confrontation of the Murmansk "physicists" and "lyrics" resembles a detective. The tie was the decision of the Scientific Council of the MGTU adopted on October 30, 2015 to participate in the competition for the status of a support university. I will explain: this means enlargement, absorption of smaller educational institutions and, most importantly, a 300 millionth subsidy. Criterion: A support university must prepare personnel for leading industries of the region. In Murmansk (city-port city), a sailor to claim such a status is logical.

But a month before that, the governor Kovtun at a meeting with the President of Russia presented his own idea - to create a global Arctic university based on the Murmansk “Peda”. And received the approval of the first person. And then suddenly an inconsistent initiative from below ...

Two days after the meeting of the Academic Council, Kovtun sends the deputy head of the Federal Resort Ilya Shestakov a proposal to think about transferring MSTU to the jurisdiction of the magician, which is directly called the future support university. Shestakov refuses the governor, recalling the specifics of the educational institution, and also not without irony invites her to think about another option: whether to attach “ped” to a more powerful and meeting the requirements of the region’s economy - that’s a supporting university.

The governor does not like the irony in relation to himself. Two days later, an unscheduled check of Rosobrnadzor began in MSTU. And a month later, the university lost accreditation in 13 areas. In addition to reputation collapse, this meant financial collapse: the most profitable - non -core - directions in which many “raiders” studied under the blow.

There are no good people in history with deprivation of accreditation. Employers have repeatedly complained about a low level of produced "specialists". And what the university did in the desire to earn money greatly looks like a consumer's deception - judging by the list of violations found by the verification. But while diplomas and dissertations there were defended by members of the regional government, no one had the case before. And when I found a braid on a stone, the punishment flew so rapidly that even a non -existent regulatory act went into operation. The basis for verification was allegedly monitoring, previously carried out by Rosobrnadzor (documents - at the disposal of "New"). Such monitoring, according to a government decree, can be carried out only in accordance with the approved indicators. Yes, the trouble is: the order of the supervisory authority, which establishes these indicators, was not even published.

In the order on the deprivation of accreditation, there is a link to the certificate of verification, dated to a completely different number than the one that the inspectors presented to the rector. This new act never received this new act, but he was discovered in the regional minobra, however, compiled in no form. And the accompanying protocol on an administrative offense was made with such inconsistencies that the court returned it without consideration.

Nevertheless, the rector Sergei Agarkov did not want to challenge the deprivation of accreditation: they filed a lawsuit in the arbitration, but then, according to his order, they recalled. Two departments decided to agree peacefully: the head of Rosrybolovstvo began negotiations with the federal minobrome on the preservation of a naval university. Students, however, became a bargaining coin: 1645 people received a wolf ticket instead of a diploma.

Meanwhile, the anonymous anonymous to the rector of the Tower of the Tsvet, printed under a carbon score, rained down into the regional government and Rosrybolovstvo. They are in the editorial office and look like this: “Dear head of headlights (federal fishing agency - TB ). It is necessary to conduct checks at the university. It is necessary to complete the unification of Murmansk universities into one university - the Murmansk State Arctic University, whose education was approved by V.V. Putin ".

While Pan is fighting, none of the cadets have a concept that it will be with them in a couple of months. It was such a period for the final absorption of the sailor that the rector of the victorious university Andrei Sergeyev announced at a press conference. True, the victory looks doubtful: so far there is only the order of Dmitry Medvedev about the withdrawal of MSTU from under the Federal Agency for Rosrybolovstvo to conduct a minobra. But the cadets of the sailors turned to their rector with an open letter, in which they demand to explain the conditions under what conditions their preparation will continue, and whether they will receive diplomas to work at sea.

The third-year student Konstantin Albikovsky, one of the children who prepared the appeal, explains: the point is not at all that the future skiber leaders despise the former pedagogical institute for something. It's more serious:

• After studying, we, cadets, receive two diplomas: the first - about higher education, and the second is the so -called worker with which they are arranged on ships. He is signed by the captain of the port. It is issued only if there is sufficient swimming price price (passed on practice courts). For my specialty, the skipper is a year at sea. For radio operators - six months. How the magician will negotiate with the courts of Rosrybolovstvo on practice, it is not clear to us.

The problem with obtaining a working diploma is not only in the Plave Practice. He, according to the order of the Ministry of Transport, is issued only to those who graduated from the so -called marine educational organizations with a surveyed system of quality standards. It is about the safety of navigation, and this rule is unshakable. Even if the former pedagogical institute will apply for the title of marine organization, which in itself is not trivial, for the execution of all documents, according to the estimates of industry workers, can go away for several years. And graduates need diplomas now.

Elena Kurepina has been studying for a radio operator for a fourth year. She does not understand whether in the event of an attachment, the order in which the cadets were provided with form and three meals a day (they live in a barracks position, and most of the children from low -income families). Rosrybolovstvo and his units had such powers, the minobra did not.

The rector of Agarkov turned to Rosrybolovstvo with a proposal to save the MSTU marine specialties, as well as the Murmansk fishing college and a branch of the university in Arkhangelsk by the formation of the Maritime Academy of the Fisheries Fleet. There will be no theologians and internationalists there, the commercial component will be minimized, there will be strictly industry training. This was ardently supported by the leaders of all Murmansk fleets - the main consumers of the personnel of the "tower". The Russian Union of Industrialists and Entrepreneurs asked for the salvation of MSTU to the federal government.

But there is little chance of jumping into a retreating train. So far, the only decision that came into force regarding the Murmansk sailor looks like an ominous symbol: the world's largest legendary training sailor "Sedov", at which the first practice of MSTU cadets passed, has passed to the Kaliningrad Technical University. He will no longer return to Murmansk.
