Foreign and international NGOs recognized as "undesirable" do not have the right to transfer money to Russia, implement programs in the country and open their representative offices. For participation in the activities of the "unwanted" organization, fines are provided: from 5 thousand to 15 thousand rubles for citizens, from 20 thousand to 50 thousand for officials and from 50 thousand to 100 thousand for legal entities. Repeated involvement under this article of the Code of Administrative Offenses during the year is already fraught with criminal liability - the corresponding article 284.1 has been introduced in the Criminal Code. For the management of the activities of the "undesirable" NGO in Russia, a criminal, not administrative liability is immediately assumed.

Article 284.1 of the Criminal Code provides for a fine of 300 thousand to 500 thousand rubles or in the amount of the income of the accused for a period of two to three years, up to 360 compulsory work, up to five years of forced work or from two to six years of the colony. Since the maximum term for this article exceeds five years, it belongs to the category of heavy.

Foreigners participating in the activities of an “unwanted” organization are prohibited from entering Russia.
