The Cabinet of Ministers did not support the LDPR bill on abolishing criminal liability for double violation of the law on rallies (Article 212.1 of the Criminal Code). The BBC Russian Service reported this on April 28, with reference to the government's response.
In February, the LDPR submitted to the State Duma for consideration draft amendments that would abolish criminal liability for repeated violations at public events (Article 212.1), according to which the now acquitted Ildar Dadin was sentenced to two and a half years in prison.
In the response, the government points out that in the explanatory note the deputies did not provide statistics that would confirm that Article 212.1 should be repealed and refers to the decision of the Constitutional Court, which had not previously recognized this article as contrary to the Constitution, but only called for it to be clarified and finalized. Negative feedback from the government means that the bill is highly likely not to be adopted.
The Ministry of Justice previously noted that they would propose changes to 212.1 of the Criminal Code only if instructed by the government. The head of the State Duma Legislation Committee, Pavel Krasheninnikov, also said that the initiative to change the article should come from the government.
