In order to understand the scale of what has been happening: only in the last five years and only for those cases that have reached the ECHR, Russian citizens have a total of compensation of 565 thousand euros for the inadequate medical care in the FSIN hospitals.

Mukhamedzhanov says: the organization "Zone of Law" is engaged in the problem of prison hospitals for about three years. Observations of how this system works, allowed to name its main problems:

As a result, even in emergency cases, when patients, for example, show an urgent operation, people are left without help. A serious problem is untimely and incorrect diagnostics, concealment of some diagnoses, hence the incorrect therapy. For example, cancer patients in prison mshh is "treated" with analgesic, and there are not enough. We believe that prison medicine should be re -referred to the Ministry of Health. Because while doctors wear epaulets and obey the GUFSIN, for the most part they are interested in promotion and “correct” reporting, and not assistance to patients. Doctors still claim that they could not make a mistake.
In January 2017, a court took place, which refused Slustikhin to release. In the spring of this year, he died in a colony.
Another very recent story, fortunately, did not turn into a tragedy. In mid-December 2016, the court decided to release a 50-year-old convicted person suffering from a serious illness from the colony (his name was not disclosed).
Back in 2004, it turned out that the man was infected with HIV. 11 years later, already in a prison hospital, doctors found a bladder cancer in him. According to the law ( a list of diseases that impede the serving of a sentence, approved by the Government of the Russian Federation. - RS ) with such diagnoses should have been released ahead of schedule. But this did not happen at once. For some time the patient was treated in a prison hospital. But a year later, in October 2016, his condition worsened. The only opportunity to save his life was to remove the bladder. But such an operation could only be done in the oncology dispensary, and not in the prison hospital. That's why the court allowed the patient to be released.
According to Mukhamedzhanov, for the human rights organization "Zone Law", it was the eighth released from the colony of seriously ill -painted convicted person in 2016. But still, he says, such cases are rare. And before the initiation of criminal cases, such situations had almost never reached before.
- At the beginning of this year, the head of the Investigative Committee, Alexander Bastrykin, among the priorities of the department, called the disclosure of so -called medical crimes, that is, those that encroach on the main needs and interests of a person, violate his honor and dignity. I think that he also had such cases, says Mukhamedzhanov. -Since the beginning of 2017, two criminal cases on improper medical assistance to convicts have been opened on our statements, a forensic medical examination has been appointed, and other investigative actions have been carried out. It was impossible to imagine this before.

In addition, she suffered from HIV and hepatitis. But after the oncologist made an appropriate conclusion and documented that chemotherapy would extend the patient with a life patient for treatment to the cancer dispensary, the court refused to release it ahead of schedule. And in a prison hospital, she received only painkillers, and then not always. In the fall of 2016, a woman died.
The second case of causing death by negligence is investigated in the mound. There, on January 7, 2017, 24-year-old Ruslan Saifutdinov died in a prison hospital. On January 18, his sentence ended, he had to be released. A year and a half before, erosive gastritis and chronic duodenitis were detected from him. The young man did not receive any medical care all this time.
- We sent materials in St. Petersburg to the European Court of Human Rights, soon we will send all documents on Kurgan history there. We hope that the relatives of the dead will receive compensation from the state. We are waiting for whether the Investigative Committee will bring work on these matters to the end, ”says Mukhamedzhanov.
