Roskomnadzor blocked the sites of messenger BlackBerry Messenger, IMO and Line. This was reported by Roskomsvoboda, and later the information was confirmed by the representative of the department Vadim Ampelonsky.

The VChat video calls also fell under the ban. Ampelonsky said that messengers did not provide Roskomnadzor with information to include information in the register of information distribution.

Blocked earlier, for the same reason, Zello messenger spoke about the requirements of Roskomnadzor to the organizers of the dissemination of information. The agency requires the applications to save copies of all user messages on the company's servers. In Zello, this was called the "absurdity" and specified that all data transmitted in the application are stored on user devices.

In January, Kommersant wrote that Roskomnadzor and the Ministry of Internal Affairs developed amendments to the Law “On Communications”, which propose to introduce the term “messenger” and oblige the application developers to identify users.
