
The Council of the Association of the Siberian and Far Eastern cities, the Krasnoyarsk Economic Forum and the Session of the Novosibirsk City Council received a message from Anatoly Lokta on problems, which has long been disturbed by the heads of Russian millionaire cities: the volume of municipal obligations is many times superior to the formation of the necessary revenue base. This gap grows and is conflicting with a public request to improve the quality of life in big cities.
The elbow proposes to support his initiatives to change inter -budget relations. At the session of the Council of Deputies, the mayor described the essence of the problem: “In 2016, more than a third of all taxes collected in Novosibirsk were sent to the federal budget, 54% were entered by authority to the constituent entity of the Federation, only 14% - 17 billion rubles remained Novosibirsk. Complete dependence on this issue on the federal center and the regional budget deprives the municipalities of development stimuli, binds us. It is very good that there are federal projects, but it is impossible to build a city’s life with a population of 1.6 million people, planning its development from only one federal program to another. ”
In order to change the situation, according to the mayor, it is necessary to increase the share of deductions from personal income tax, to secure the share of taxes from the profit of enterprises for the budgets of large cities, to grant the right to bring violators to administrative responsibility for parking in the wrong places. The mayor also proposes to amend the Budget Code in terms of establishing the distribution standards for fines of the Ministry of Internal Affairs for violation of traffic rules. “I consider it advisable to leave the cities part of these revenues for the development of the road transport network. Today, road fines are 100% enrolled in the budget of the region, as well as the transport tax. Tentatively, 70% of these revenues to the region comes from Novosibirsk. All these initiatives require solutions at the federal level, and the ASDG council can make appropriate appeals to the State Duma and the Government of the Russian Federation, ”said Anatoly Lokot.
The mayor’s initiative found a quick response of various party groups of the City Council - Renat Suleimanov, Anton Tyrtyshny, Igor Kudin and Igor Salov spoke in support. But the Legislative Assembly was expected to meet the topic of inter -budget relations with conflicting assessments. The head of the Communist Party faction, Vice Speaker Vladimir Karpov, unequivocally, spoke out for the pros: “We reacted, literally on the same day, to the concern of our deputies from the Council of Deputies of the city of Novosibirsk. Today I am talking not only from the faction, I express the coordinated position of deputies and the leadership of the Legislative Assembly, I made an offer to the Committee on Budget, Tax Policy and Property - to consider this topic and bring to May to the session. However, the mayor of Novosibirsk is unlikely to expect that decisions to stabilize the budgets of municipalities will easily go through the Legislative Assembly and the State Duma, and then immediately fall among the priorities of the Russian financial policy. Ask any citizen, how Novosibirsk differs from other cities. It is unlikely that you will hear anything about magnificent green parks. According to various estimates, over the past ten years, the city has “nonsense” tens of thousands of new trees, and this can be seen with the naked eye. During the same period, 18 green zones in the city simply disappeared. Due to the long absence of transparent land use and development rules and very free handling of city resources, we lost the hectares of green spaces: from small, but important for local residents of squares to large sections of green areas in each corner of the city. This is a reality that we need to change - and change without delay, right now.
In order to work primarily with the most urgent tasks, three “city priorities” were selected within three years of my work by the mayor. Today it turns out, - and we can be proud of it - that the priorities we have chosen completely coincided with the main tasks that the federal center has now set before the municipalities - and the development of which is quite realistic to get the funds of new federal programs. These priorities are the construction of social infrastructure, the development of the road transport sphere and the development of the urban environment and green areas.
Having become the mayor, I promised to resolve the development of Novosibirsk in dialogue with the townspeople. We are more and more learned to develop and adjust our work together with Novosibirsk, with experts of public councils - during public discussions. Thus, the idea was born not just to implement “city priorities”, but to collect the proposals of residents to include them in the specific plans of the municipality.
According to the results of the first discussion platform, where we discussed the priority of the Green City, we received about 60 offers, and I want to share what result the open work on the priorities will bring. What will happen next with the proposals of the townspeople and how do I plan to build the work of the municipality? What do we do so that Novosibirsk becomes a green city? I will try to answer these questions.
The squares and parks of Novosibirsk have long remained a territory attractive to the "gray" commerce. In that bureaucratic Bourliem, someone benefited, but no one thought about the interests of the inhabitants, did not be responsible for semi-legal restaurants and “woven” kiosks. For example, in packs, permits for the construction of fast food restaurants were issued, and instead of the usual square in the morning, the Novosibirsk could suddenly bury in the fence of the construction site. In the Narym Square, the metropolitan hotels cut down trees to the next hotel. On the embankment between the River Park and the Metromost, an infrastructure spontaneously arose, which did not have to walk. The Central Park was actively built up with backing and dangerous attractions, commercial kiosks. In the Zaeltsovsky Park and the Birch Grove Park, commercial objects were illegally erected. The Dzerzhinsky Garden overgrown with dumps of garbage and turned into a place for gathering marginal elements. This practice, of course, had to be stopped.
Two years ago, I set the task to develop a project on the system development of city parks and squares. It was important not just to make green areas more comfortable and safer. It was necessary to understand what exactly the residents need, which path of development is better for each specific green area. As a result of a multi -stage discussion with the participation of deputies, citizens and experts, a reasonable strategy for the development of green zones was developed. Detailed passports of 32 territories were created, and we began to act.
Even before the approval of the strategy, almost for the first time in the post -Soviet history of Novosibirsk, we stopped the spontaneous “development” of green areas and began to put parks and squares in order. Three years ago, we restored the territory and green spaces of the Narymsky square. The townspeople and the city hall, combining efforts, stopped the destruction of their favorite place for a quiet family vacation. The Central Park was noticeably updated - new asphalt paths were made here, large -scale trees were planted, and the entrance to the park was restored.
I note that in today's national project “Comfortable Urban Environment”, the system of qualitative rather than quantitative assessments is used for the first time. It is important not only to repair the paths in the parks - it is necessary to create a well -maintained, thoughtful space as a whole: for sports, cultural events, walks. And this means that Novosibirsk, with our concept of the development of green zones, which provides for such an integrated approach, has already created the development base necessary for any modern metropolis, if he wants to keep up with the times.
Not everyone reacted to the new approaches to the city hall. Therefore, I had to dismiss and change managers in such key structures as the Central Park, Gorzhelenkhoz - five parks were replaced in total.
Remembering that the development of green zones depends on the urban planning policy as a whole, on our close control over the legal side of issues of the allocation of land and the coordination of the construction of objects, brought to mind another most important process - a change in land use and development rules.
Thanks to these changes, the vicious practice of past years has been stopped, when permission was received under, relatively speaking, a pioneer camp, and then the purpose of the site changed and unfolded, for example, cottage construction in the parking area.
Not all construction sites in the green zones were stopped: some permits were issued five, eight years ago. Until now, the legal department of the city hall defends our position in the courts in relation to dozens of facilities, where construction was carried out on the site of the green territories in violation of the interests of the inhabitants. For me, it was fundamentally stopped by commercial development in the territory of Zaeltsovsky Park. By the way, I myself really like to walk along his alleys - I live nearby. The Birch Grove Park had to be cleaned of illegal buildings. For two years there was anything: both the courts, and even worse, but now, with our new rules for land use and development, with a ban on point construction has become much easier to pursue a urban planning policy in the interests of people.
Thanks to the formed concept of the development of the green zones of Novosibirsk for 2017–2020, we had the opportunity to work with investors and involve them in the implementation of projects important for the city. As a result, a financial scheme has been developed over the year, and during the summer season of 2016 a complete reconstruction of the Dzerzhinsky Garden was carried out. In partnership with them. Chkalov managed to send 15 million rubles to restore the "Garden of Dzerzhinsky". This, in fact, is attracting extrabudgetary investments in addition to city resources. Previously, the plant’s unit was patronized over each alley of this park. Now the company has decided to revive this practice. Today, we have real proposals for the development of the park by consideration.
We are conducting systematic work to attract private investments in landscaping. The same topic includes investments of a number of developers who respond to the wishes of the city hall and Novosibirsk - are very well suitable for landscaping new microdistricts. There are good examples when not just boxes for dedication are surrendered, but landscaped territories, with already stronger trees, beautiful lawns and children's towns. There is a study with investors, the possibility of organizing vacation places in the floodplain of Kamenka, as well as in the area of the first Yeltsovka.
In general, the city’s companies today are actively responding to the proposals of the city hall and take part in the cleaning of streets, the improvement of adjacent territories - I want to once again thank them for this.
In 2017, 450 million will be invested in the improvement of courtyards - four times more than last year! This, of course, will help us include landscaping in the cause of landscaping - indifferent residents who spend time, strength, and sometimes the money collected on the arrangement of small squares. As a result of the connection of the efforts of the inhabitants and the budget, new squares began to appear, let's say, district significance - for example, on ul. Krylova, 40. We will equip about 200 yards - and these are 200 new convenient sites with lawns, benches and herbs.
In 2016, Novosibirsk became one of the 14 Russian cities, which, as part of the federal training program for the World Cup, 2018 will receive additional funds for the improvement of public spaces. The city itself has the right to choose a public platform where football matches will be broadcast. We chose the embankment, as well as the Central Park and Zatulinsky Park, where it is planned to create dispersed parks. I hope that all three projects will include the federal program. This is a great responsibility - but the real opportunity to make projects interesting to the city.
We worked tightly with the Strelka Design Bureau, and when the question arose about the formation of the federal program for the development of the urban environment, we successfully entered it. The rest of the regions simply do not have time to do this, as they begin to develop the concept of the development of green zones only now, and in a year to create a concept, form a project and protect it. Everything is ready for us, and now we are simply adapting the concept to the requirements of the federal project. Thanks to this work, we are now getting federal financing on the embankment.
On the embankment, I had repeatedly led a dialogue with various investors, offered to take the entire territory to work, but they constantly tried to stretch the project in pieces, which led to a violation of the general concept. Our neighbors in Omsk, Kemerovo, Krasnoyarsk, Irkutsk have beautiful embankments, and I always thought it was wrong that it was not in Novosibirsk, including because of the spontaneous development. I occupy a tough position in relation to everyone who wants to “play” property rights and establish new barges-restaurants on the water, citing the fact that the river is federal property. Nobody will succeed in obtaining communications from the shore. “Mikhailovskaya Embankment” is now beginning to form as part of the general concept, taking into account the wishes of the townspeople expressed, including at the discussion platform for priorities. Due to the fact that we focused on priorities, we should get 140 million rubles on the development of the embankment - despite the fact that a year ago we rejoiced ten times less, for which the Dzerzhinsky Park was landscaped.
A unique undertaking for Novosibirsk is a dispersed park. It provides for the formation of conditions for active, quiet, children's, and other rest in the radius of pedestrian accessibility. For example, on Zatulka, he will conceptually unite the alley on the street. Petukhova, the town of attractions, the film complex "Dawn" and the stadium "Flamingo". I understand that for many citizens the appearance of such parks is amazing. It will not be possible to plow the asphalt on Krasnoye Prospekt in the center in other areas of the city, so you have to look for new options to adapt the living space of the city to the needs of residents.
This will be facilitated by another idea that we are now working out - the design of the pedestrian area along Lenin Street. I studied examples of Omsk, Irkutsk, I have been on these streets repeatedly and tried to imagine how such a boulevard could look in our Novosibirsk. Each self -respecting regional center should have such a street with comfortable benches, beautiful backlight, where you can relax, buy souvenirs, see the sights.
We must catch up with opportunities missed in more than ten years. I think that this will contribute to this and our intention to create our own nursery of seedlings in Novosibirsk. Now Gorzhelenkhoz is forced to purchase thousands of seedlings throughout Russia. We plan to allocate funds for our own nursery - and as a result we will be able to make our city more green for less money.
In general, I evaluate the priority project “Green City” as one of the main fronts of work - mine and the team of the municipality. This is work for many years to come, but noticeable results have already appeared. One of the goals in the framework of the Green Novosibirsk priority is to involve hundreds of thousands of Novosibirsk residents in our yards in our yards. Therefore, we create understandable and convenient leverage for citizens, such as discussion and design sites. As well as specific financial and managerial decisions. It is joyful that people do not have to convince - Novosibirsk becomes a green city with the participation of active citizens and business.
