The State Duma speaker Vyacheslav Volodin proposed postponing at the beginning of July the consideration in the second reading of the bill on the renovation of the housing fund of Moscow. This was reported by the Duma department for public relations and media interaction.

According to Volodin, before the end of the Poadre survey of Muscovites on this issue, make key decisions under the law "prematurely and inappropriate."

"The Moscow government has already identified a preliminary list of 4566 houses that are included in the vote to participate in the housing fund renovation program. But the final decision in this matter is for the inhabitants of these houses. In this regard, it would be correct to take into account the results of the vote and the opinion of the Muscovites when adopting the federal law in the second reading," the speaker said.

The Moscow authorities plan to conduct a survey of residents of five -story buildings, which were included in the preliminary list, from May 15 to June 15 this year. In this regard, Volodin invited the deputies of the State Duma from Moscow in the indicated period to hold meetings with residents of the houses in order to "better understand what worries people, what fears they have." According to the results of the vote, Muscovites proposed to hold parliamentary hearings, as well as “widest” public and expert discussions.

“Accordingly, it will be possible to consider a bill on renovation in the second reading only after the completion of all these procedures - approximately in early July,” said Volodin. “We will not develop the norms and rules that fully protect the rights of houses that fall under renovation, we will not adopt the bill.”

The city hall of Moscow published a preliminary list of houses on Tuesday. Not only Khrushchevs fell into it, but also, for example, brick five-story buildings on Bolshaya Ochakovskaya Street of the 50s.

The bill on the renovation of the Moscow five -story buildings, which was adopted in the first reading, introduced to the State Duma of the capital's mayor, suggests that the residents will be relocated to their area or to the neighboring district. The bill caused the indignation of Muscovites, since demolition can affect not only emergency and dilapidated houses and there is a threat that the residents will be resumed forcibly.

On April 26, at a meeting with government members dedicated to the housing renovation program in the capital, Vladimir Putin promised not to sign the law on the resettlement of five -story buildings in Moscow if the rights of citizens are violated. Moscow Mayor Sergei Sobyanin at this meeting stated that by the second reading, an amendment would be made to the bill that provides citizens with housing in the areas in which they live if they themselves do not want to move to another.

On April 28, the Moscow Government agreed on May 14 a single rally against a housing renovation program . The action will take place at 14:00 on the inside of Sakharov Avenue.

Meanwhile, a number of incidents with active opponents of the demolition of five -story buildings occurred in Moscow. The State Duma deputy from the Communist Party, Sergei Shargunov, who voted against the bill on the renovation program, reported arson of his apartment the day after the vote. On April 28, the unknown attacked the Moscow “Yabloko” activist Natalya Fedorova and splashed into her face a certain chemical solution, after which she was blinded. A few days before the attack of Fedorov, during the meeting of the residents of Cheremushki with the head of the district council, Murad Bekniyazov, the activist sharply criticized the housing renovation program.
