The FSIN requires the leader of the Party of Progress Alexei Navalny not to leave Russia after receiving a passport. This was announced on his twitter by the politician lawyer Vadim Kobzev.

As the lawyer wrote, he was called the head of the penal inspection, which was noted by Navalny, sentenced by the conditional term, and "very strongly asked to transfer that the convicts were prohibited from traveling abroad."

Earlier on Thursday, Navalny reported on his blog that he received a passport, which was refused for five years. “Apparently, there is a kind of“ water truce ”on medical topics,” the politician noted. “Now I can go for examination and treatment in one of the clinics specializing in eye burns.”

In December 2015, the Moscow City Court recognized the FMS refusal to give a foreign passport to Navalny, indicating that the politician was conditionally convicted.

Russian laws really do not allow the conventionally convicted travel abroad. An exception is provided only for deaths or a serious illness of a close relative of the convict. In September 2016, the ECHR indicated the illegality of such a universal ban. "The restrictions can be justified only if there are obvious signs of genuine public interest that outweigh the human right to freedom of movement," the Strasbourg court noted in the decision on the complaints of two applicants from Russia.

On May 2, Navalny said that he was specified by the diagnosis - a chemical burn of a medium -sized right eye. “At the moment, my eyes lost 80 percent of vision . So far it is not irreversible. I am actively treated, and there is hope that they will cure. I would, of course, help me to leave for one of the specialized clinics of Switzerland or Spain, but, as you know, an expensive government forbids me to leave the country for five years and does not give a passport,” he said.

Navalny emphasized that the investigation of the attack on him is "not at all" official structures. “This inaction looks especially curious against the background of the fact that the main direct participant has already been found,” the politician notes. “It is obvious that this is actually the help of the attackers. They are given time to hide, agree, destroy evidence and traces.”
