
The chairman of the Omsk branch of the "All -Russian Council of Local Self -Government" Igor Zuga addressed the secretary of the regional cell "EP" to Yuri Tetannikov. The deputy asked to hold the primaries before the re -nomination of candidates for mayor of Omsk.

“On April 19, 2017, the Omsk mayor did not take place. In this regard, we turn to you with a proposal based on the decision of the XIV Congress of United Russia, which stated that only candidates who have passed the procedure for preliminary intra -party voting (primaries) will be allowed for elected posts from the party. Due to the fact that a number of regional party organizations and public activists came up with the initiative to return to direct mayor’s direct elections, and in many Omsk, an unsuccessful attempt of the first elections caused a distrust of the modern model of the city mayor, we propose to conduct primaries to nominate candidates for mayors and combine it with preliminary voting for the subsequent nomination of candidates for deputies Council, ”the open circulation says.
The combined primaries will increase the turnout and make preliminary voting more “transparent”, says Zuga. The All -Russian Council of Local Self -Government is ready to help organize the procedure both technically and financially.
A source in the regional department noted that the possibility of primaries was discussed earlier. However, the current charter of the party does not allow to formally combine an open preliminary vote and a competition for the chair of the head of the city.
The head of the EP regional branch, Yuri Tetannikov, confirmed the taiga.info in the current conditions in the current conditions: “We always advocate the possibility of selecting candidates from our party by voters by conducting preliminary voting, as this contributes to the selection of the most powerful and trusting the population of the candidate. But in our charter and regulatory documents of the party, clear conditions for the conduct of “primaries” are indicated. This selection is carried out only before direct popular elections (for example, the governor or deputies of all levels). ”
“To hold a preliminary vote on candidates for the position of mayor of Omsk, which is elected by the city council, and not by direct vote, given that the date of their holding has not been established, and even more so to combine this with preliminary voting in the Omsk City Council on May 28,” the leader of the Omsk United Russias emphasized.
The mayor, recall, was canceled at the initiative of Governor Viktor Nazarov. The procedure was replaced by the competition.
As Taiga.info previously reported, there were no applicants for the chair of the mayor of Omsk. On April 18, literally a day before the vote, the last of the selection participants - entrepreneur Andrei Eroshevich, withdrew his candidacy. And on April 17, the Minister of Labor Vladimir Kupriyanov also abandoned the struggle for the mayor’s chair.
In total, 17 people approached the interview, which took place in the City Council on April 14, but on the eve of the event, the deputy chairman of the Omsk Region Government Stanislav Grebenshchikov, who was called the candidate Viktor Nazarov, refused the event. Later, the Deputy Prime Minister became a defendant in the criminal case, and on May 2 the governor fired him.
The City Council recognized the elections as failed. At the same time, the Communist Party of the Communist Party, which has a significant representation in the municipal parliament, did not vote, because it advocates the return of direct elections.
