"Come from where you came from"

Before the summer, Russian officials should compile a single list of orphans who have not yet received housing from the state. Such an assignment in February was given by Russian President Vladimir Putin. Prime Minister Dmitry Medvedev and leaders of the Russian regions are appointed the main to “improve the mechanism” to provide housing orphans.

According to official figures, by January 1, 2016, about 230 thousand Russian orphans needed housing. Every year, more and more in need - local officials are in no hurry to provide their apartments, citing a lack of money. According to the Accounts Chamber of the Russian Federation, the average Russian orphan, which is 18 years old, is waiting for its apartment from 5 to 7 years. But this is on average. In the city of Ramenskoye, 50-year-old Lyudmila Makarova lives, who cannot receive an apartment laid by her by law for 32 years.

Lyudmila lives in the hostel of a local weaving factory, in which she worked since his youth. She was born in the Penza region. Parents died, and the girl and brothers and sisters were sent to the orphanage. Lyudmila was 16 when employees of the Ramensky weaving factory arrived in Penza and invited the girls to work, promising them housing and good salaries. Since then, Lyudmila, who has managed to get married over the years, give birth to her son, divorce and get the 2nd group of disability, and lives in a hostel. She and her son account for 12 square meters of housing - officials believe that this is quite enough.

All these years, Lyudmila sued for the right to housing. Relatives shared their home in the Penza region, even when she was in an orphanage. And local officials told her: "Come, where did you come from!"

The conditions in which Lyudmila and her son lives is difficult to even call tolerant: a cramped room, one kitchen for eight rooms, three shower cabins in a basement for nine floors, four toilets on a floor.

On December 17, 2015, the Ramensky City Court ordered the Ramensky administration to allocate Lyudmila Makarova as a person left without parental care, and she was put in line. Officials promise her an apartment in 2017. But Makarova does not believe that someday it will wait for the state due to her according to the law:

- When did you find out that the state should provide you with housing as an orphan?

- They told me this in the school. But we were so clogged. "Lenin, party, Komsomol." It was a shame to ask. And then they didn’t give anything. I worked at the factory for 25 years, we made cotton yarn and military fabric. The work was hard, there was a time that they did not pay money. Already at the end, in 2008, they paid 12 thousand each. I and my son - I can’t live for 12 thousand rubles together. Well, they gave the rent, and the hungry themselves went all their lives. My son’s childhood passed in hunger, without clothes.

- In what conditions do you live with your son now?

- The condition is terrible. We are making repairs ourselves, the city administration was eliminated. Although the money was allocated. We are constantly poured, from here the fungus, ventilation does not work. They unsubscribed to me that the overhaul was planned. But it is impossible to live there, people need to be resettled. There is the 600th Decree of the President-every 15 years, power should improve our living conditions. But this does not happen! Nothing is done. It turns out that the presidential decree is not obligated to execution? Please resettle people with disabilities, orphanages, they should be provided from the federal budget, to whom give a mortgage, to whom, maybe someone more rooms. But you can’t live like that.

- I am also against corruption, participated in the voyage of the opposition, in the action "He is not Dimon to you." In general, I feel bad to our power, to the government, ministers, deputies, local officials. The well -being of society depends on them, and they do nothing to us.

Maria Bast , Head of the Association of Lawyers for Human Rights, believes that Lyudmila Makarova has enough legal grounds to claim free housing in Ramensky:

“She's from the orphanage, an orphan.” In 1983 she received a room in a hostel. Even when in the early 80s Lyudmila went to work at the factory, she was promised to provide more well-maintained housing in Ramensky. But since there were all these vicissitudes with the collapse of the Soviet Union, no one allocated her housing. At the same time, she already had a family, a child was born. The son is already an adult, he is 29 years old, she cannot live with him in the same room. Therefore, she has enough grounds for her to be provided with normal housing, separate with her son, give her an apartment. Because a hostel is temporary housing, it is not a permanent housing where a person can live all his life. And she, like an orphan, as a person who has left the orphanage, has the right to housing. This was provided for by both the Soviet legislation that applies to it and the Russian. The new Housing Code included reservations: if a person has large rights at the time of the entry into force of the new Housing Code under the old Housing Code, the provisions of the Old Housing Code of the RSFSR apply to him. And according to the new Housing Code, she, like an orphan, is laid a dwelling. Therefore, she has enough reason to provide her with housing in an extraordinary manner.

- Why, then, do not provide housing officials from Ramensky?

- Reference to insufficient financing. But I will immediately say that up to a billion rubles for resettlement of people is allocated from the Russian budget. Only in 2014-2015, 67 billion rubles took to relocate such categories of citizens. I suspect that this money does not reach at the level of inter -budget relations.

- What are the prospects of Lyudmila Makarova?

- This year they promise her housing, she has all the documents on her hands, including a letter from the administration. That is, everything is, but they do not distinguish. Although there are more than enough legal grounds for this, ”says lawyer Maria Bast.

In 2016, the Accounts Chamber of Russia checked how regional authorities allocate housing for orphans. In 48 Russian regions, housing was purchased in the secondary market, which allowed officials to save more than 1 billion rubles. 77 residential premises in which orphans were moved were subsequently recognized as unsuitable for living. Most often, officials sent them to the dosvaluh houses of 1948-1972 buildings with a high degree of wear.
