During the competition of the 2017 FIFA Confederations Cup and the 2018 World Cup, security measures will be strengthened, in particular, rallies are limited. This is stated in the Decree of President Vladimir Putin, published on the official website of legal information.

A special procedure for conducting mass events will be introduced from June 1 to July 12, 2017 in Moscow, St. Petersburg, Tatarstan and the Krasnodar Territory, and from May 25 to July 25, 2018 - in the same regions and Mordovia, Volgograd, Sverdlovsk, Kaliningrad, Nizhny Novgorod, Rostov, Samara regions.

All rallies, processions, demonstrations and other actions that are not related to sporting events will have to be held only in those places and at that time that local authorities will determine in agreement with the FSB. Thus, the standard procedure for conducting public events is limited, which, by law, are possible anywhere from 7 a.m. to 22 pm.

In addition, in cities where matches of the Confederations Cup and the 2018 World Cup will be held, a special procedure for temporary registration is introduced. The arrivals will have to register for three days instead of 90 according to the current law.

Similar security measures wereintroduced during the 2014 Olympics in Sochi. In August 2013, Putin signed a decree on the actual blockade of Sochi from January 7 to March 21, 2014. The document was prohibited from entering the city of any vehicle. The exception will be only cars registered in the city, emergency operations and vehicles that have received special accreditation in agreement with the Ministry of Internal Affairs and the FSB. In addition, the movement of vehicles in the vicinity of the city was limited.

At the same time, Sochi introduced a ban on any mass shares not related to the Olympics and Paralympic Games.

On December 5, 2013, the FSB proposed mitigating Putin’s decree by allowing protest promotions in the city, provided that they are agreed with the authorities. The amendment to the decree was developed on behalf of the Deputy Prime Minister Dmitry Kozak. Its adoption, according to the FSB, will allow, on the one hand, to comply with the requirements of the Olympic Charter, and on the other, "most effectively manage potential protest actions that can occur during the games."

On January 4, Putin made changes to the decree. In accordance with the new version of the document, the meeting, demonstrations and processions not related to the conduct of the Olympic and Paralympic Games, may be carried out subject to coordination with the territorial bodies of the Ministry of Internal Affairs , and their routes, the number of participants and the temporary interval must be approved by the Sochi city administration.

As Dmitry Peskov explained, the selection of the site where mass demonstrations can be carried out "in free mode" will be engaged in the organizers of the games together with the authorities of Sochi and the Krasnodar Territory. The presidential spokesman emphasized that “if necessary” in the chosen place can be carried out by protest shares.
