The education reform that began in 2009, with the introduction of the exam, educational standards and other innovations, still meets resistance in schools. Moreover, those who do not agree with her ideologically resist the reform, although they recognize the need for changes, and those who simply do not want to change anything. So in several state and private Moscow schools, which are on the top 20 of the best schools in Russia, the conscious, albeit silent, boycott of many innovations of reform occurs.
Teachers of these best schools either do not follow the instructions of the ministry, or execute them as formally as possible, filling out the papers, but not conducting real changes. A similar situation is observed in ordinary schools. Schools are sabotage a variety of solutions - from the transition to electronic diaries and the introduction of electronic training systems to substantial changes in the program.
