Oppositionist Alexei Navalny told the Navalny Live YouTube channel that in order to obtain a passport, which he needs to leave the Russian Federation for treatment, he wrote a letter to the head of the presidential administration, Anton Vaino.
This was advised by the head of the Human Rights Council under the President of the Russian Federation, Mikhail Fedotov, to whom Navalny first turned with a request to “stop illegal actions” and issue him a document.
In addition, his lawyer applied to the ECHR with a request to order Russia to issue him a passport within three days.
After that, Navalny applied to the multifunctional center at the place of residence with a statement, and the next day he received a passport.
“I don’t know what was going on inside — Fedotov helped me or Vaino helped me,” Navalny said.
The oppositionist stressed that the procedure for the urgent issuance of a passport for medical treatment abroad is provided for by Russian laws.
“Maybe someone in the Kremlin felt ashamed that they splashed green paint at me. I doubt they were embarrassed. Maybe they thought they didn’t want to be responsible for leaving me without an eye,” Navalny said.
