The document also provides for the creation of a unified state information system in the field of healthcare, which will connect the systems of all medical organizations and specialized state departments. The system will allow us to conduct unified electronic cards of patients and persons with certain diseases.

As noted by Russian Prime Minister Dmitry Medvedev, thanks to a single system, “access to the information necessary for the treatment of information will be possible from any medical institution.”

“It will not be necessary to carry a pile of papers with you, if, for example, there is a referral to another clinic or if a person or family moves to another city,” the prime minister said.

According to the Minister of Open Government Mikhail Abyzov, the provisions of the bill will be introduced gradually. First of all, telemedicine technologies will begin to be used “in advanced pilot entities, for example, in Tatarstan”, and then they will be introduced in other regions, Abyzov noted.

The bill was submitted to the government in December 2016. After that, he was finalized and coordinated with the ministries, including the FAS, the Ministry of Finance and the Ministry of Economics of the Development.
