Budget financing of the food aid program to poor citizens can amount to 200-300 billion rubles annually. This was stated by the Minister of Industry and Trade Denis Manturov, TASS reports .

The program of targeted food aid is designed for poor Russians. The food assistance system will work on the basis of the Mir bank cards. According to preliminary information, scores will be credited to the card that can be spent on the necessary set of products. At the same time, points that are not spent for a month will burn. It will be impossible to withdraw funds from the card, but, according to the Ministry of Industry and Trade, it can be replenished. Any trading enterprises will be able to take part in the program. They should be connected to the central processing system of the program, which will be administered by one of the largest Russian banks.
In March 2015, Prime Minister Dmitry Medvedev instructed the Ministry of Industry and Trade together with the Ministry of Agriculture, the Ministry of Finance and the Ministry of Labor to prepare proposals for the implementation of the targeted food assistance program to needing citizens.
