Among the main threats of economic security in the document are the "exhaustion of the export-raw model of economic development, a sharp decrease in the role of traditional factors for ensuring economic growth", as well as "the absence of Russian non-people among global leaders of the world economy."
The document also refers to the depletion of the reserves of combustible minerals in connection with the gradual exhaustion of existing deposits, and the fluctuations of the conjuncture of world commodity and financial markets.
Among the main threats of economic security, the authors of the document also call the lack of labor, an increase in the gap between the revenues of the rich and the poor and the economic sanctions imposed on the country, which the authors of the document characterize as "discriminatory measures".
In addition, the strategy notes that Russia needs to improve the mechanism of introduction of response measures if it itself is under sanctions from other states, as well as optimize the flows of labor migrants.

Kudrin considers the main challenges, first of all, demographic problems, a lack of investment, including the problems of sanctions and distance from world financial markets, low productivity and quality of public administration. However, the main problem is the technological gap of Russia. She, according to the head of the CSR, poses a threat to the very sovereignty of the country.
“We faced the problem of Russia's technological lag behind the world. Moreover, this, in my opinion, is the most serious challenge that we are facing in the next 10-15 years,” Kudrin said. “This means compressing our economic potential and reducing the standard of living of citizens, because we will lose markets, will not participate in these new markets.”
