The territory of advanced development "Mountain air" is the pride of the Sakhalin authorities. The plenipotentiary in the Far Eastern Federal District, the Development Minister of the Far East, Yuri Trutnev said that he would become a unique phenomenon on the map of Russia. The name of the Torah was given by a sports and tourist complex, but the tourist cluster also combined the South-Sakhalinsk airport line under construction, a sanatorium with healing mineral waters and the Moneron Marine Marine Park.

The slopes and highway routes should be the main bait for tourists. The resort located right in the Yuzhno-Sakhalinsk line has existed for 50 years and has been actively developing in recent years. But entering the Thor should, according to the authorities, take it to a new level: by the end of 2017, 91 km of descents should be built in addition to the already existing 23 km. The maximum task is to accept the Russian team, which can prepare for the Olympic Games in South Korea in Sakhalin in 2018.

All these plans were voiced many times by officials, but few of the Sakhalin people were aware of the true scope of the construction, while the candidate of biological sciences, the employee of the Sakhalin Botanical Garden Viktor Sheiko, did not prepare or sent to different authorities, including the regional Duma, analysis of the upcoming work.

Some, for example, sanitary legislation, directly prohibits them when it comes to sources that feed the water supply system. But, despite this, builders cut down the forests and dump tons of soil.

On the banks of the Elanki River, a pile of soil a few meters high. It immediately began to wash it rains and numerous streams flowing from the slope. Destruction occurs right before our eyes. In early May, you could still walk along the dump, and now a deep ravine with water crosses it. And all the dirt flows into the river.

And already this year, even more large -scale work should begin in the Elanki Valley - the construction of a lift, and then the tracks on Mount Krasnaya. Builders will destroy a significant part of the forest on hills.

Expelity for the construction of a mountain village is already underway. It will be placed in the Valley of Tourists - a favorite place for walks of the South Sachalin residents. The technique has already broken a picturesque path once, cuts are cut into a forest that had been untouched earlier.

Back in 2013, the Sakhalin hydrologists and geologists warned the authorities that the construction in the form in which it is conceived and conducted, threatens the nature of Sakhalin - its red -blooded plants, its landscapes, and is also extremely dangerous for humans. Experts insisted that it was necessary to install dams protecting water intakes. Otherwise, in the near future, Thor can leave a significant part of Yuzhno-Sakhalinsk without water, and in the future the city will be threatened with villages and landslides. The dams were not built, and it is already clear that the fears of scientists had every reason.

Since April 27, a water intake on Elanka, which has eaten several microdistricts of South Sakhalinsk, is closed. The authorities of the city and the region are now evading direct answers to the question of what will happen to water in Yuzhno-Sakhalinsk, promising to "work out options", "discuss decisions" and finally "engage in the project of dams"-the very ones that were needed three years ago. But on the sidelines about the session supply of water, they are already talking about inevitability. And experts are sure: no reserve options will save the situation.

But water problems are only one of the threats that carry construction work.

But about 100 years ago, the Japanese, who at that time belonged to the south of Sakhalin, began to plant her and larch on the mountain. They did this for a reason, but for the sake of saving Toyokhara (as South Sakhalinsk) from landslides.

- The Japanese massively cut down the trees. They did it forcedly - they saved the forest from pests. But the consequences were extraordinary. The slope is very overwhelmed, and when the roots of the trees stopped holding the turf, erosion began. The landslides that provoked the villages began to form. The mudflows went to the city. Therefore, the Japanese hastily planted the mountain again, ”says Yuri Gensiorovsky . - The employees of our institute, and not only ours, have told everyone interested in construction many times about this story, and about what the thoughtless, as now, construction on the slopes is fraught, but we were not heard. And even when they seemed to hear how at the last meeting that took place at the deputy chairman of the Sakhalin government, almost nothing changes. Those recommendations and instructions that were then given to contractors about the discharge of water from the slopes were not executed.

Apparently, the authorities and warnings of specialists who give them about future objects do not listen.

But plans for the start of construction are already voiced, although there is no project or examinations, ”says Nikolai Kazakov, director of the Sakhalin branch of the Far Eastern Geological Institute of the FAR of the Russian Academy of Sciences. - The proposals of our institute - immediately stop the work on the mountain of Red and on the Elanka River. And urgently take out the soil stored on Elanka.

In the meantime, STK is already dumping water from a reservoir used to equip, a sick leave in a stream. The capacity of the stream is not designed for discharges, it immediately spreads and is already flooding the buildings on Gorky Street. This happens regularly. And in the future, the construction of new objects in the "mountain air" will lead to the fact that the amount of water discharged will increase sharply. Indeed, the project will be built for artificial equipment. If the system of main water disposal is not created (and for now it is not even in the project), then, according to the employees of the Department of Urban Economy, this will lead to flooding and destruction of not only buildings on Gorky Street, but also those buildings that will be erected within the Torah.

Actually, the destruction of buildings erected within the Torah is already happening. In the near future, employees of the Far Eastern Geological Institute of the Fear for the RAS will renounce the conclusion on the sustainability of the two lower supports of the rope-peel road on the southern slope, which were issued in 2013. Due to the illiterate discharge of water, they were washed.

The clearing under the cable-pendel road on the southern slope crossed the path of movement of one of the sights of the complex - the mountain stream. In such cases, builders let water under the road, hiding it into the pipe so that it can flow further along the usual channel. But not this time. They blocked the path of water, and she was forced to run away along the relief, right next to the supports. In one place, the stream goes under the water in front of one support of the cables and is selected to the surface directly behind it. The lower rims of the cable car are completely in the pond.

“ We take off the responsibility for them, because we are talking about the danger to the health and lives of people, ” says geologist Nikolai Kazakov.

But the authorities still pretend that you should not worry about the Tor.

“ I consider this stuffing to be populism, in fact ( violations. - RS ), nothing is confirmed, ” Anton Zaitsev, the Minister of Sports and Youth Policy, said. - There is nothing to fear, everything is aimed at preventing negative consequences. We accompany projects with the necessary protection. Work is carried out by specialists with incredibly great experience. They worked at Sakhalin-1 and Sakhalin-2 projects, built Olympic facilities in Sochi. And in general, I’m going to live here, my parents and children live here, the destruction of nature is not my life position.

However, deputies of the regional Duma do not agree with the Minister. They admitted that the arguments set forth in the letter of Viktor Sheiko are “justified and reliable” that during the construction of tracks and cables, gross violations of design documentation and construction practice on the slopes subject to landslides were committed.

Public hearings on the project of “mountain air” in the region have not been held, and concepts would explain in detail exactly how and where exactly will work and what effect they will have on the nature and on the life of the city, even experts did not see. There is no analysis of the work already carried out.

They want to quickly build and get money, all the more such: only the cable car is estimated at almost 1 billion rubles

- About 10 years ago, in Russia, an environmental examination was canceled during construction. It was replaced by state examination and gave to customers and contractors, thereby destroying the main principle of assessment - independence. After all, it is obvious that the interests of the builders and the public in such a project as the Mountain Air Thor are diverging radically. The former want to quickly build and get money, all the more such: only the cable car is estimated at almost a billion rubles. The latter dream of maintaining an untouched unique nature. But in our case, the matter is also complicated by the fact that according to some objects of the Torah, the examination was not carried out at all, there were those on which it was carried out, but gave a negative conclusion. Meanwhile, the objects are built, ” says Dmitry Lisitsyn, head of the Ecological Watch of Sakhalin. - Understand that we are not against the "mountain air", we are against the work on it in barbarly, so that nature and hotels to please be destroyed.

But the authorities are unlikely to agree to suspend work. Too much is invested in it. The project cost is more than 12 billion rubles. Budget funds have gone to the trading, about 3 billion rubles have already been invested by private investors. On the way, the signing of contracts for another 2 billion Thor should become one of the locomotives of the Sakhalin economy, and for now, the developing tourism industry brings only 86 million rubles to the regional budget.

According to the promise of the authorities by 2025, “Mountain Air” will attract up to 1 million tourists a year, including foreign ones. In order to understand the size of ambitions, you need to know that in 2016 the region visited only 50.9 thousand intorers, and approximately 90% of them are those who travel cruise liners. They only make a stop in the port of Korsakov for a day. Unlike crucifixions who buy only nesting dolls for souvenirs, each of those who will come to the “mountain air” will leave about 100 thousand rubles on Sakhalin. At least this is promised by the Minister of Sports of the Sakhalin Region Anton Zaitsev.

In the meantime, Sakhalin is preparing for the glory of the international resort and waiting for millions of tourists, soil erosion is already on the slopes of the resort. The prospect of the villages and landslides is becoming more and more real.
