The Ministry of Education did not find propaganda in the fact that the students of Vladimir State University were shown a film about the fact that Alexei Navalny was a criminal. This is stated in the department's response to a request from the creator of the Municipal Scanner project, Mikhail Maglov.

As stated in the ministry, "this meeting was not a political event, since the goal was not to propagate any political ideas and there was no agitation of students in support of any party."

The ministry noted that the students "made their own decision to attend this event."
