Entrepreneur companies Evgeny Prigozhin organized the largest cartel, which received state orders from the Ministry of Defense. This is stated in the new investigation of the Corruption Fund, its founder Alexei Navalny reports .

“In total, more than 23 billion rubles have been mastered, at least a third of which, according to our assessment, was stolen,” Navalny notes. “Cartel for 23 billion is that we were able to prove documented. In total, more than 180 billion rubles passed there.”

On May 22, the Federal Antimonopoly Service will consider the case of part of this cartel conspiracy. “There is a possibility that the FAS is frightened, merged and greatly soften the decision. The main company Prigozhin or the type will derive from under the fine,” the FBK founder fears. According to him, the FBK turned to the FAS back in January last year, when only part of the information was known.

“We have one hundred percent evidence that all these companies were at least by the end of 2015 under the control of Evgeny Prigozhin, and managed through the head organization, Concord Management and Consulting LLC,” Navalny writes. "We are sure that Prigozhin could not receive state contracts for such an impressive amount without direct support and conspiracy with the leadership of the Ministry of Defense," Navalny emphasizes.

Prigozhin is called the "personal cook" of Vladimir Putin. The name of the entrepreneur is also associated with the "troll factory".

On August 24, the FBK said that he suspects Prigozhin in conspiracy in order to extract income on an especially large amount (part 2 of Article 178 of the Criminal Code). As the FBK investigation showed, six one-day companies interconnected and Prigozhin, as a result of illegal conspiracy during tenders, received 6.4 billion rubles from the budget for the repair of objects of the Ministry of Defense. Tenders, according to the FBK, were held by the subsidiary of the Ministry of Defense of OJSC "GU Housing and Public Utilities".

In addition, several companies were simultaneously ruled by the same people. On the terms of anonymity, they told FBK employees and Fontanka.ru reporters that all firms that received orders for the repair of military units are controlled by Megaline LLC, LLC.

On October 4, the FBK submitted an application to the FSB demanding to start an investigation against Prigozhin. “We legally prove that he organizes cartels to obtain illegal superprofits at public procurement. Including Prigozhin simply robs the Russian army,” wrote FBK founder Alexei Navalny. “Today we are sending an application to the FSB to start an investigation against this character.”

In December, the St. Petersburg FAS department opened a case against four suppliers of technological equipment for the Ministry of Defense. The trading companies were attended by Limited Liability Companies "TD SpetsTekhmash", and two companies with the same names "TD Styllag", but different TIN "established the relationships between founders and general directors of societies. Organizations participated in tenders from one IP address, one number was indicated as the contact number of the phone on the electronic trading platform. It was also established that the societies jointly realized the obligations under the contracts, ”the FAS said in the message.

In total, 11 contracts were concluded totaling 2.2 billion rubles. All auctions took place with a minimal decrease in the initial price of the contract. In the FAS, in the actions of companies, signs of a cartel conspiracy prohibited by paragraph 2 of part 1 of Article 11 of the Law on Protection of Competition.
