Fake to the rescue!
Based on the hysteria promoted in the media, the State Duma in the second reading adopted Irina Yarovaya’s amendments to the Criminal Code of the Russian Federation on punishment for involving minors in so-called “death groups.”
The State Duma adopted in the second reading a bill by Vice Speaker Irina Yarovaya on criminal liability for the creation of “death groups” on social networks. All 415 deputies present at the meeting voted for the document. For the second reading, only technical amendments were made to the document, which did not change the wording of the elements of the crime or the penalties.
At the same time, the Russian government wrote in its official review back in March that the document contains ambiguous norms. We are talking about the wording “illegal actions that pose a danger to the life of a minor.” According to the government, in this form, the new articles of the Criminal Code will conflict with the articles on mass riots and inducement to use drugs. Consequently, the future law can be used not only to catch the mythical “curators of death groups” on social networks, but also the organizers of mass political events where minors unexpectedly wander in - as happened, for example, at the rally on August 26, which the central media stubbornly refused to notice.
Currently, Roskomnadzor simply blocks the identified pages, and no work is being done to identify the persons who create and maintain such pages calling for suicide. Now it is proposed to introduce a rule that will ensure interaction between Roskomnadzor and law enforcement agencies so that not only Internet pages with harmful information are identified, but also the persons who create such pages are identified and held accountable.
Both bills were developed by an interdepartmental working group, which included representatives of the Investigative Committee, the Prosecutor General’s Office, the Ministry of Internal Affairs, the Serbsky Institute and relevant ministries. The creation of the working group was initiated by State Duma Vice Speaker Irina Yarovaya. In March of this year, I. Yarovaya submitted them to the State Duma. After this, the initiative was supported and joined by more than 80 deputies and senators.
The bill, for the sake of which an entire campaign was launched in the media, based on the manipulation of facts and outright lies, is being adopted in almost the same way as the “Yarovaya package” at one time - in a hurry, without consulting either industry representatives or the Internet community, and in the absence of open discussions with the participation of representatives of law enforcement agencies, experts and psychologists. The bill was adopted in the first reading in the second half of April this year.
The reason for the development of the corresponding bill, on which the country’s most notable political freaks have already made PR for themselves, was an article by journalist Galina Mursalieva in Novaya Gazeta, which was dedicated to the so-called “death groups.” The journalist, using in her article unverified data obtained during her own investigation, argued about the danger of such a phenomenon as inclination to suicide on social networks, which is allegedly widespread. The material was soon criticized by journalists and experts, but this did not stop the odious personalities of Russian politics from making a grand public relations effort on the topic of “death groups.”
In addition, the media happily picked up this topic, creating a real craze in the information space, which ultimately frightened parents, school workers and representatives of law enforcement agencies. The level of hysteria eventually turned out to be so high that no one was reassured even by the official indicators announced by representatives of the Ministry of Internal Affairs, later indirectly confirmed by the head of Rospotrebnadzor Anna Popova - the influence of “death groups” on teenage suicide is minimal, and the number of suicides is dynamically decreasing, and therefore there was and is not any “spike” that children’s ombudsman Anna Kuznetsova and State Duma deputy Irina Yarovaya spoke about.
But the flywheel is spinning, the voting cards are inserted, there is nowhere to retreat - vacation is ahead. Therefore, it will not be surprising if the law is finally adopted in the near future.

408 deputies voted for the document, no one spoke against it. After the bill is approved by the Federation Council and signed by the president, three new articles will appear in the Criminal Code: on inducement to suicide or assistance in suicide; about the organization of inducement to suicide; on the involvement of minors in activities that threaten their lives.
At the same time, at least one criminal case about “death groups” is already being investigated in Russia, the suspect in which is Philip Budeikin (Fox). He was charged under the Criminal Code article on incitement to suicide.
