Nebenza is 55 years old, he was born in the family of the second secretary of the Volgograd regional committee of the CPSU Alexei Neoenzi, who later held the post of deputy chairman of the State Committee of Middle of the USSR. In 1983 he graduated from MGIMO. In 2006-2011, he was the political chairman at the WTO, in 2011-2012-the Zaporost Moscow, at the UN branch and other international organizations in Geneva.
