
The Law Committee of the Parliamentary Assembly of the Council of Europe has appointed a specialist in the case of the murder of the co-chair of the RPR-Parnas Boris Nemtsov. It was a member of the Lithuanian delegation PACE Emanuelis Zingeris, Kommersant reports .
The report will begin to prepare the commission by the PACE by the Moscow District Military Court of the sentence to the executors of the murder. It is expected in June. The report is planned to analyze the course of the investigation and judicial consideration, as well as evaluate the "legal technique" and "tools to which the court resorted to during the investigation." “We will view all the circumstances of the case of the murder of one of the most prominent political figures of the 21st century,” Zingeris noted. “It is important to catch not only the performers, but also the customers of this act of terror. Their hope that Nemtsov’s person and his contribution to the democracy of Russia will be forgotten, will not come true.”
At the same time, Zingers warned that work on the report is noted "more than one month."
The appointment of a specialist PACE in the case of the murder of Nemtsov was achieved by his daughter Jeanne. She complained about the course of the investigation and noted that in court there are only the alleged murder executors. “This is a good choice,” said Nemtsova, “Zingeris is well represented by the situation in Russia and is fluent in the Russian language.”
The lawyer Vadim Prokhorov, representing the interests of Nemtsov’s relatives, pointed to several key oddities in the murder of a politician. The case was qualified under Article 105 of the Criminal Code (murder), and not under Article 277 (an encroachment on the life of a state or public figure). “There are no organizers and customers of the murder in the case, we believe that the investigation deliberately limited part of the performers,” the lawyer noted. “I hope that the result of the PACE report will be that the President of the Russian Federation will be more likely to ask the question: what about the customers of the murder of Boris Nemtsov?”
In January last year, Pase took control of the investigation of the murder of Nemtsov. "Our initiative was immediately supported - more than 30 deputies put their signatures necessary for the start of formal procedures," said the leader of Parnassus Mikhail Kasyanov. Hearing on the merits of the case of the murder of Nemtsov lasts on October 3, 2016 . There are five people in the dock. This is a former officer of the Kadyrovsky battalion of the North of the North Zaur Dadaev, a former Chechen police officer Tamerlan Eskerkhanov, the Anzor and Shadid Gubashevs brothers, as well as Khamzat Bakhaev. Each of them is charged with paragraphs "Z", "Z" part 2 of Article 105 (hiring murder as part of an organized group) and part 3 of Article 222 of the Criminal Code (illegal turnover of weapons). The maximum punishment for the first of these accusations according to the Code is the death penalty (in connection with the moratorium on such a measure - a life sentence). None of the defendants admit guilty.
Anzor Gubashev and the deceased during the detention of Beslan Shavanov are considered direct accomplices of the performer of the crime of Dadaev. The pursuit of Shavanov was discontinued in connection with his death.
The accusation calls the Kadyrovts Ruslan Mukhudinov as the customer and organizer of the crime. Mukhudinov’s location, according to the Investigative Committee, could not be established during the investigation. Materials in relation to him, as well as "other unidentified persons" are allocated into separate production.
