
Small entrepreneurs who hold shops, hairdressers and workshops on the first floors doomed to demolish five -story buildings intend to defend the inhabited rooms. Businessmen and leaders of the HOA in Khrushchevs are asking not to interfere with them to put their homes themselves and include their representatives in the relevant State Duma Committee - about this the Association “City Landmakers” asked the speaker of the Duma Vyacheslav Volodin and Moscow Mayor Sergei Sobyanin.
“We are against the total demolition of houses in the city of Moscow and are ready to reconstruct buildings by breeding and superstructure of the upper floors on a separate foundation without loading home due to extra -budgetary funding tools,” says the letter of the HSS and GOZ “city landowners”, registered in Volodin's reception on May 26 (New ”got acquainted with the document).
The general director of the Association Valery Chernyshov told Novaya, that the businessmen have already calculated, how much it costs four floors over the five -story “Khrushchevka”, and they are ready to take over expenses: together with the reconstruction and repair, about 250 million rubles for each house will be required, Chernyshov claims.
The Association "City Landmakers" was created in March 2017 and already unites the owners of 2873 stores in 427 five -story buildings - this is stated in a letter. The Association was established by several HOAs (according to registration data, this is the ZhSK “Fabriasius, 15 Corps 1”, “Sail, 12”, “Aerodromnaya, 18” and others) - they have been trying to repair and build their old houses on their own for several years. The Association promotes the program “City Reconstruction of five -story buildings”, architect Alexei Krotov, who developed the first reconstruction project with the completion of the house on Khimkinsky Boulevard, works with it.
Earlier, the association turned to the mayor Sergei Sobyanin with a proposal to create a working group under the Moscow government along with a small business. On May 15, Oleg Ryndin, First Deputy Marat Khusnullin, replied that it was too early to think about the reconstruction of five -story buildings until they adopted the renovation program. “The consideration of the issues, on the reconstruction of buildings set forth in your appeal, is advisable to carry out after studying the opinions of residents about the further operation or demolition of their houses and the publication of the renovation program for appropriate residential development,” says Ryndin’s response (“new”). But the fact is that houses awaiting reconstruction were already voted to stay in their native walls, doing additional work.
Svetlana Dolgaleva, the head of several ZhSK, created specifically for reconstruction, tells about the house on Amundsen Street, 17: “The house is two -story, it was recognized as emergency a few years ago, then it was again recognized as viable. And the inhabitants decided to reconstruct it with a superstructure. There will be overhaul, a serious examination. The house will become almost new, it will grow to the floors by 5-6, only the old load-bearing walls will remain. The investor comes in as a shareholder and pays for the construction of a new house. Residents have the right to purchase new apartments at cost: in the region of 80-100 thousand per square meter. 50% of the inhabitants voted for, and 50% of the apartments belonged to the city, Guis should have voted for them, but Guis refrained. Now the project is at the stage of obtaining initial permits: we have been waiting for the GPZU for several months. ”
Marina Kulik, the chairman of the Papernik-2 ZhSK, says that they decided to reconstruct after an attempt to overhaul turned into a failure. “We were offered overhaul in 2015, we joyfully agreed, because two overhauls in the house were already missed, and the nets were no longer in very good condition,” says Kulik. -But when they began to get acquainted with the design and estimate documentation for overhaul, they realized that it was a little from the evil one: the floor plans did not coincide with the layout of the apartments, the basement was indicated, which was not in the house, and a photograph of the entrance to it was glued, and it was planned to hang lamps into the basement by overhaul.
Throughout 2016, we fought with this documentation, with the territorial capital of overhaul, with contractors. We wrote comments, for two months we waited for the answer, and the answer came to the paradoxical: if you do not want the entrance to the basement in the second entrance, let it be in the third. According to the law, it is impossible to abandon overhaul. We were transferred by his decision to the meeting to 2022. ”
According to Marina Kulik, instead of overhaul, they decided to make a reconstruction. They decided to join the neighboring house, so most likely, the investor will decide to build a new house at the expense of the investor where residents of one or two five -story buildings can move at once, and the liberated houses will go to the investor for reconstruction and subsequent sale. There is no concrete project yet, because the ZhSK has not yet understood the end with land issues: the registration procedure in the cadastre ends. “I don’t want to leave the place, because here many relatives, friends, people are used to the fact that the metro, clinics, schools, kindergartens, children with parents live in neighboring houses,” Kulik says.
In Moscow, there is already experience in successful reconstruction of five -story buildings with the addition of floors. The pilot project was the house on Khimkinsky Boulevard, 4 - in 2002 it was completed by order of the Moscow government, according to the project of architect Alexei Krotov. From a five -story building became nine -story (with an attic). Along the perimeter of the building, the supporting columns on piles made, the total area of apartments in the house increased 2.2 times, the layout changed. Old apartments began to satisfy modern requirements. On 8-9 floors, two-level apartments appeared. According to Krotov, the new building improved thermotechnical properties and engineering communications, it acquired a new facade. The project was recognized as successful, but did not transfer experience to other houses.
In 2015, residents of the house on Mishina Street, 32, built a five -story building up to an eight -story building with their own money: another 30 apartments appeared over the already available, new load -bearing walls grew around the perimeter, due to which each apartment expanded: depending on the number of rooms, people received from 18 to 34 additional square meters. They did not pay for this increase, but those who wanted to invest in the construction of apartments on new floors and bought housing several times cheaper than in the market. At the design stage (in 2006), a square meter of a future apartment cost 31 thousand rubles, now apartments for Mishina, 32, according to the ads, cost more than 200 thousand per meter. Unlike the house on Khimkinsky Boulevard, residents of the house on Mishin Street themselves ordered, planned and paid for the reconstruction, and during the construction they continued to live in their apartments.
There are other examples: several floors were built over houses on the 23a Horushevskoye Shosse, on the 15th Parkovaya, 3 and on Marshal Zhukov, 16, building 3. The Moscow government at one time even adopted “Methodological recommendations for the reconstruction of apartment buildings home with the superstructure of the upper floors in the city of Moscow”. According to them, you can reconstruct houses no higher than five floors, no more than 40 apartments. It can be the houses of “Stalin series” and built according to individual projects, from 1950 to 1965 inclusive, with ceilings from prefabricated reinforced concrete, with ceilings of about three meters, worn out by no more than 50%. The house should be further three meters from the road, it is important that there are no restrictions on urban development for the house itself and the place where it is standing.
On May 26, the Association sent a new letter to Sergey Sobyanin with a request for collaboration, already with the signatures of the leaders of the 17th HOAs from different areas of Moscow. “We turn to Sergey Semenovich with a proposal to create a headquarters for the reconstruction of a housing stock at the expense of extra -budgetary funds,” said Chernyshov Novaya. - Many owners, especially in the central regions of Moscow - Presnya, Yakimanka, Khamovniki and many others, contact us and say: “We are very scared, we did not get to the list, or we voted against, but we do not want the creeping from the city to the massive demolition of these houses. We will better tolerate, we will carry out the reconstruction ourselves. ” The city does not want to talk with each resident of the house and each housing cooperative separately, so we united them into the association. In general, there are about 10 thousand shops in such houses, ”says Chernyshov.
