Protocols were drawn up against Somoev and Hajiyeva under part 5 of article 20.2 of the Code of Administrative Offenses (violation by a participant in a public event of the established procedure for holding a meeting, rally, demonstration, procession or picketing), and against Gabibulaev - under article 20.1 of the Code of Administrative Offenses (petty hooliganism). Suleymanova was released without a protocol being drawn up.

Nurmagomed Gazimagomedov, who was not detained that day, was charged with an administrative case under Part 2 of Article 20.2. Code of Administrative Offenses (Organization or holding of a public event without filing a notification in the prescribed manner). “I am being charged that I violated the procedure for holding a public event, namely: I did not have a distinctive sign of the organizer of a public event,” he said.

Eyewitnesses said that Gabibulaev was detained because of a T-shirt with a portrait of Putin, where the inscription “To be, not to seem” was written on the back, and Samoev after he criticized the Minister of the Ministry of Internal Affairs of Dagestan, Abdurashid Magomedov. Gadzhiyeva was later detained for speaking at a rally critical of Vladimir Putin. After her speech, together with public figure Luiza Suleymanova, she was put into a police car and taken to the department.
