
The Bank of Russia sent a Ugra order for the inception of reserves for more than 40 billion rubles. The Vedomosti was told about this, who learned about the content of the document from the employees of the Central Bank Banker, the counterparty "Ugra" and the Gosbankire. All of them received information about the order from one of the high -ranking leaders of the Central Bank.
Two sources said that Ugre, it is required to pretend to be 46 billion rubles, the third spoke about the amount of 50 billion rubles. At the same time, the regulator gave a short time to execute the order.
The sources of the newspaper said that after such an order, the bank may lose most of the capital. At the moment, the capital of Ugra is 51.7 billion rubles.
“Reserve for 46 billion rubles would mean almost complete loss of capital with a bank, violation of all capital sufficiency standards and their possible reduction below 2%,” said Yuri Belikov, the RAEX methodologist.
Two bankers, who were interviewed by Vedomosti, believe that Ugra can cope with the order only with the help of shareholders.
It is reported that in addition to the order of the Central Bank, he limited operations with assets and liabilities of the bank, two sources said. The newspaper clarifies that for the bank this actually means a stop of its activities, because for the Ugra, the deposits of individuals are the main source of funding, and the loans to legal entities is the main profitable asset, which gives up to 99% of the bank's percentage.

Representatives of the financial organization explained that the reason was a violation in the external power supply system that influenced the operation of the equipment. The depositors complained that they could not get money. In the evening of April 27, the bank's work was restored . After that, on May 5, the Central Bank decided to unscheduled the Ugra. According to sources, the Central Bank caused concern a large balance in the bank’s accounts, which on April 1 amounted to 179.4 billion rubles.
