Deputy Head of the Federal Treasury Sergey Guralnikov and the head of the department of the department Sergey Pavlov, who oversee the IT sphere, were arrested on charges of fraud. It is reported by Kommersant.

According to the sources of the publication, Guralnikov and Pavlov were detained in mid -May. Together with them, the chairman of the board of directors of Sirius Roman Pavlov and its executive director Alexander Litvinov were taken into custody. According to the database of the Moscow City Court, all four are accused of part 4 of the Criminal Code (fraud committed by an organized group or on an especially large scale).

"Law enforcement agencies could be interested in the fact that Roman Pavlov won many state contracts against the Federal Treasury, where his brother Sergei Pavlov heads the management of information systems," the top manager of a major IT company told the publication.

According to Spark-Interfax, controlled by Roman Pavlov and Litvin, companies since 2011 received at least 195 million rubles from various departments of the Federal Treasury under state contracts for the supply of computer equipment, equipment and its technical support.

“All participants were from Krasnodar and met when Sergey Guralnikov headed the local treasury there,” the source noted. “When Sergei Guralnikov was transferred to Moscow, he dragged Sergei Pavlov, and Sirius immediately opened the unit in Moscow.”

Guralnikov headed the department of the department in the Krasnodar Territory since 2001, and in October 2010 he was appointed deputy head of the Federal Treasury. Sergey Pavlov, who has been working with Guralnikov since 2003, headed the FC information system in November 2011

Federal Treasury is an operator of a number of large IT systems. Among them are an automated budgeting system, a unified information system in the field of procurement of state structures, a system of processing information on payments in favor of state bodies, as well as GAS "Management", which collects and analyzes information about the activities of state bodies for the country's leadership. The total budget of the department for IT for 2016-2018 is scheduled for 34.5 billion rubles.
