Chaika proposed allowing prosecutors to conduct cases against investigators

According to Chaika, this will improve the business climate in the country.

“We have been talking for a long time about the fact that the special subject of the investigation should be within the competence of the prosecutor’s office. If the prosecutor investigates a case against an investigator who breaks the law, believe me, our business climate will improve significantly,” he said at the St. Petersburg International Economic Forum.

As the agency notes, Chaika already advocated expanding the powers of the prosecutor’s office in 2016.

“Throughout the civilized world, the prosecutor’s office carries out the function of criminal prosecution on two levels: somewhere it leads the investigation, somewhere it investigates itself. Our model today does not fit into any of the structures of world practice,” the Prosecutor General asserted.

In 2007, Russia underwent a reform of prosecutorial and investigative bodies. As a result, the investigative authorities were separated from the prosecutor's office: its functions are limited to overseeing compliance with the law and prosecutors cannot initiate cases on their own.
