The terms of implementation of the provisions of the Yarovaya Law on storage of data by telecom operators may be extended. This was stated by the head of the Rostec state corporation Sergey Chemezov, Interfax reports

“Apparently, yes, you will have to change, because in those terms it is unrealistic. The regulators will make edits,” Chemezov answered the question about the time of implementation of the law.

According to the head of Rostec, in July, amendments to the Yarovaya Law, which regulate the terms and volumes of storage of information, as well as the technical parameters of the implementation of the law, may be ready. "A working group was created, its representatives of the Ministry of Communications are headed. This working group includes our representatives, the FSB, all interested parties. They are engaged in preparation, we give proposals. There is a roadmap. In my opinion, in July they should go out with some proposal," Chemezov said.

On May 5, Kommersant said that in the conclusion of the Ministry of Economic Development, the draft Ministry of Communications of the Ministry of Communications on the implementation of the Yarova Law, published on March 17, was sharply criticized . According to the authors of the conclusion, in the proposals of the Ministry of Communications, as in the law itself, the meaning of the term "content of electronic messages" is not determined. The absence of such a definition can lead to an “expansion interpretation of norms” and the risk of violation of citizens' rights to the secret of correspondence and personal life, established by the Constitution. In addition, the implementation of the proposals of the Ministry of Communications may require significant expenses from the budget, and also carries significant risks for market participants

The document of the Ministry of Economic Development reflected the comments and suggestions of the Russian Union of Industrialists and Entrepreneurs, as well as Vimpelcom. The department offered to refine the project again with their accounting.

On April 10, Kommersant reported that on the calculations of the RSPP Commission on Communications and Information and Communication Technologies, the Ministry of Communications on the implementation of the Yarovaya Law increases the potential expenses of market participants to 10 trillion rubles. According to RSPP, since 2019, under the law, large operators will have to store 20 exabait information. This can lead to a multiple of the rise in terms of communication services and increase the level of inflation in the country by 1-2 percentage points.

The conclusions of the RSPP commission were supported by telecom operators. Representatives of Megafon and MTS noted that their own experts received similar results.

In the press service of the Ministry of Communications, the RSPP conclusions did not comment. However, the consolidated report of the department says that the costs of business entities for the implementation of the law will be 4.5 trillion rubles. At the same time, the annual income from the provision of communication services, which are imposed on the storage of information, is 1.1 trillion. It turns out that the costs of operators, according to the project developer himself, will be four times higher than their annual income, the RSPP commission states.
