People with posters against the Era-Glonass system stand on large transport hubs and interchanges. The situation with the implementation of the security module for imported foreign cars after the February rally and the promises of the regional authorities did not improve - on the contrary, more than 10 thousand people are already in lines for the dealers button. And this line continues to grow.

Anna is afraid to go to rallies and pickets, which since the beginning of the year in Vladivostok have passed a lot and is afraid to name his last name in an interview: she explains that the numbers in the queue of individuals for obtaining the Era-Glonass button are constantly changing-and for some reason not towards a decrease.

“I have been waiting for almost three months, and the prospects are foggy,” the woman says. - Now we are afraid of every rustle, it is better to keep quiet.

From January 1, 2017, a foreign car imported into the country, by law, must be installed on the ERA-GLONASS security module. This is a small SOS button that is placed in the salon, for each car in different places. The system should automatically operate in the event of an accident, the dispatcher must ask the driver as if it was what happened and whether emergency services should be sent to the place. If the accident is so serious that the driver does not answer, the dispatcher sends to the place of firefighters, traffic police and an ambulance. Also, the button can be activated manually.

From the very beginning, however, problems arose with the connection of the module. In the Primorye, by the time of the introduction of the innovation, no infrastructure was created: neither points of sale of the system, nor installation centers, nor companies for issuing SBKTS - a certificate of safety of the design of a vehicle, without which the car should not be released from customs and should not be issued to the traffic police of technical equipment.

"Simplifying", regulated by promises

By mid -February, about 1,400 cars accumulated at customs in Vladivostok, and the region’s authorities decided that all the cars imported from the beginning of the year to February 15 would receive the TCP just like that, without a button. What to do to those who import cars after this date is still not clear. From five to seven thousand cars, mostly used from Japan, are imported monthly to Vladivostok. The GLONASS module cannot be installed on many of these cars according to the rules, because in order to check its performance, crash tests must be carried out. For new cars, this is supposed to be done directly at the factory, and for many used cars it is impossible to conduct tests (they have already been discontinued, although they still "run" along the roads).

In March, car sortages with the country's largest car market "Green Corner", which has been working in Vladivostok for 28 years, collected one and a half thousand signatures under the appeal with a request to understand the situation, which was sent to the governor, envoy, government, transport prosecutor, customs and at the Ministry of Industry and Trade. Governor Vladimir Miklushevsky reacted, promising to introduce a simplified ERA-Glonass installation regime for used cars. "They will calmly come, install and enter the number of this device in the machine’s special passport. So there should be no problems. I keep this issue under control," Miklushevsky said then. According to the “simplified” mode, the system will be set so that it will work only when you press the button (in serial cars with an already installed button, it should work automatically). At the same time, such a simplified mode of installation of the module has not yet been legally designed. It turns out that now everything is kept only on the promises of the authorities.

After the promise of the head of the region, motorists and auto sorters again began to import cars into Vladivostok - for many they were redeemed and stored in parking lots in Japan, and for free. The first batch of a thousand buttons in April was dismantled in a couple of days. But in lines there are still thousands of people on them.

There is a queue - there are no buttons

The seller of the largest car market "Green Corner" in Russia , Julia Odegova , is one of those who stand with a poster against Glonass in a single picket. Now she has about 15 cars for sale, only one with a button. She brought them after the March promises of the governor and envoy, that the situation is soon normalizing. He shrugs his hands - in Japan, the parking would be free. And in Russia, a temporary storage warehouse per month costs 14 thousand rubles (450 rubles per day).

- I had a customer. I bought a car last year and did not import until February - I was afraid. And in February, the governor promised that on March 13 the issue would be resolved. She believed and brought the car, in February, as soon as the cars began to be produced without SBKTS. She received the button only on May 5. The car was needed for work - it was a trading representative and did not work all these months until there was a car. But I had to pay for a loan for storing a car in a warehouse, ”says Julia.

Only about 20 percent of cars on Zelenka are now with documents, sellers say. Problems arise for both car dealers and individuals who import one car for personal use. In the electronic queue opened on May 5, only one of the certified dealers of the ERA-Glonass device, more than 10,000 people stood Mumotori-Auto.

Obviously, there are obviously not enough buttons - on May 22, only 988 module devices were brought to Vladivostok (they are collected from components for trucks and larger than ordinary, for cars). At first they were distributed between the two main dealers of GLONASS JSC: “Crust” and “VMV”.

The cost of ERA-GLONASS terminals, programming and installation in Svozhotri is about 30 thousand rubles: 22,361 rubles-the cost of the terminal, 1950 rubles-programming and connection, 2800 rubles-installation of the device to the car (certificate and design of the machine are paid separately). However, on May 24, Pumotori suddenly announced that she closes the electronic queue and stops selling buttons to private individuals, motivating her decision as follows:

Even this is not enough to provide everyone with buttons, because the import of cars in the edge continues

On May 31, the Pumotori company suddenly changed their minds and announced the resumption of work with private individuals: “The decision was made in connection with the numerous petitions of citizens to maintain the distribution of the terminals by the Pumotori-Auto company and the premature of transferring to customs representatives (brokers) in connection with their small number in the Primorsky Territory to ensure the necessary level of competition. All assumes will be fulfilled. According to the temporary regulations and priorities, Glonass and manufacturers of Era-Glonass devices also report a significant increase in the supply of terminals to the Primorsky Territory in the near future, ”the company's website says.

Clients of the "pimotori" say that now they are coming offers to stand back again while maintaining a place. All this confusion additionally nerves car owners.

Meanwhile, the region’s authorities promise that very soon two more batches of Era-Glonass systems will come to Vladivostok. With reference to Glonass JSC, the region reports that in June 3496 sets of equipment will be sent to the region, in July - 5504. But even this will not be enough to provide everyone with buttons, because the import of cars continues to the edge.

According to the Far Eastern Customs Administration, from January 1, 2017 to May 26, 12,513 used foreign cars were imported through customs posts in Primorye. But since many Primorsky buy cars and store them so far in Japan, the number of those who need Era-Glonass modules cannot be calculated.

Irina Kostenko is a car seller, on the "green corner" she is already 28 years old, from the very foundation of the car market. According to her, the average car bought by Vladivostok residents costs 350-700 thousand rubles.

Irina tells how in February she brought a car for friends-in their family they had a disabled child and a car was needed to carry him to massage, prevention and treatment.

- A month and a half they just waited for the button. When I already turned to the official representatives of Glonass JSC, to the Volton Manage-Rus, with a heartbreaking request for help, the button was allocated. In February, the car was imported, and the TCP has not been printed so far. It turns out that it is necessary that the SBKTS appears in the customs base. This is required from three days. And they have already had two weeks. They pay for parking, they go around the car, admire. And they cannot ride.

The posters against Era-Glonass and stickers on cars were printed by the car sort of car sortages themselves. But buyers also take them. They stand on the main transport hubs and interchanges in single pickets.

Some of the participants in past pickets were still able to get the desired button and believe that they were simply incredibly lucky.

Daria Kapitonova is one of these lucky ones. True, she bought the treasured Mazda three months ago. He says they decided to change the car before the New Year.

- We waited a month, while everything, as we thought, was supposed to settled down. We looked closely, chose. They realized that in any case it is more profitable to bring from Japan - saving 200-300 thousand rubles, and a car without a run in Russia - this is important, ”says Dasha. - In February, they began to understand that everything was not so simple, even they went to the rally, but this did not help. By March, the authorities promised that everything would be decided. We waited for March, began to choose a car. They calculated, thought that while the car is going, issues with the buttons will be resolved. They were waiting only for order - how to buy and install. We did not think then that the buttons would not be enough. Even before the arrival of the car to Vladivostok, I filled the questionnaire on the Pumotori-Auto website, they promised me that this was enough, that they would not lose me.

But on May 5, a new, already electronic queue was opened in which there were no old applications, including mine. To get up again (and I would be at that time already five thousandth) I would have to pay the button, not knowing at the same time when I can get it. That is, give more than 20,000 rubles and wait. The queue of the legal entities moved a little faster, we quickly re -registered the car to a legal person (and it was taken for me as a "physicist"). Several times they thought that we were about to get a button and our car. But something was constantly changing, breaking away. I don’t know how we managed to get this button, we are just very, very lucky. In general, we found ourselves in such a situation that we were rallying at first, and now we are happy to wait for our buttons - these are stupid boxes for almost 30 thousand rubles.

At the same time, the fact that such a scarce button will make a ride safer, Daria does not really believe:

- You need to understand that this button automatically, when necessary, will not work - you need to press. I already had an accident when I was in the car alone, I could not press the button at that moment and I would not even be able to explain something to the dispatcher. So I do not count on the help of Era, I will put it only in order to register the car in the traffic police.
