Prosecutor General Yuri Chaika proposed to strengthen control over the activities of Russian and foreign non -profit organizations. He stated this at the hearing in the Federation Council, Interfax reports .

“The events of recent years have been convinced of the absolute correctness of legislative changes to strengthen the control of NPOs,” said the Prosecutor General. “Having analyzed the results of the NPO as a whole, we saw that foreign non -governmental organizations are interfering most actively in the internal affairs of Russia, actually controlled by the State Department of the United States and other foreign structures.”

The Seagull believes that it should be established by the implementation of programs and the implementation of foreign financing of the NPO sector in Russia only through the structural units of a foreign organization created in Russia. According to the Prosecutor General, the Law on NGOs should prescribe additional requirements for the agreements and programs of Russian non -profit organizations with foreign financing. “They should indicate specific goals and measures, the territory of the implementation and their participants,” the prosecutor general added.

The seagull also proposed to expand the criteria of organizations whose activities are undesirable in Russia, including causing harm to the economic and foreign policy interests of the country. He noted that it is also advisable to foresee the possibility of extra -court restriction of access to sites of undesirable organizations in the territory. The Prosecutor General also called to endow the Ministry of Justice with the right to conduct unscheduled inspections of NGOs "if there is information about the non -compliance with the prohibitions and restrictions assigned to the law."

Based on the results of the hearing, the Council of People's Commissars instructed the Ministry of Justice, Rosfinmonitoring, the FSB, and the Prosecutor General to study the issue of the possibility of "equating citizens with foreign financing of activities to foreign agents."

In addition, the Ministry of Foreign Affairs "in cooperation with the relevant departments and the media involved in the monastery" is recommended to "strengthen the consistent defending of the principle of non -interference in the internal affairs of the sovereign states at all international venues."

The speaker of the upper house Valentina Matvienko also suggested "work out the idea" on the creation of a commission on protection from external intervention in the parliament of the election.

The day before, the head of the Council of International Affairs Committee Konstantin Kosachev announced plans to create such a commission . “There is no doubt that during the presidential election in March next year, we will face very active and consistent attempts to influence the course of this election campaign. And we would like a permanent body that, firstly, monitor the activities aimed at Russia and, secondly, prepares proposals to improve the current Russian legislation,” Kosachev said.
