The statements of Mr. Evstigneev, made by him in an interview with Kommersant, are quite bright, but they are not pulling on memes either:

Judging by the fact that the Coordinating Council appeared exactly two weeks before June 12 - the day of Russia, when the massive performances of supporters of the opposition on the call of Alexei Navalny are expected - they also understand well for whom this organization was created. In another interview, Rinat Evstigneev directly says that the need for the appearance of the Constitutional Court "arose after the March protests. We realized that there are a lot of problems in society that must be solved."
On the agenda of her first meeting of the KS "Determining the vector of the information campaign to strengthen public stability and counteract attempts to involve young people in participation in illegal political protests" was prescribed by a separate item. It sounds, however, this is unbearably boring and in bureaucratically-not at all like a meme.
