In another St. Petersburg police department - No. 76 on Metninskaya Street - observers were not allowed, explaining that their names are not in the lists of members of the PMC.

“They even wrote in one of the written answers:“ Sorry, you were not on the lists, so we cannot let you go. ” But then they thought better of it, they seemed to even find a violation, ”recalls Teplitskaya.

Because there is no senior

One of the most common prepositions under which the police refuse to let members of the PMC into the department is the absence of the "senior". Member of the PMC of the Sverdlovsk region of the past convocation Dmitry Kalinin connects these duty appeals to the "senior" with fear of ordinary employees of the Ministry of Internal Affairs before personal responsibility and initiative.

“The most difficult cases when people are in the offices. There is a very large delay to contact with a person - from half an hour to an hour. This is a violation, because they must record the detention, ”Kalinin explains. -We interviewed people in a pre-trial detention center-they said that if the policeman holds you in the office, they may not give water, someone has a problem with the toilet, they did not feed, someone slept in handcuffs sitting. Violence is rarely used in the cells, and the cabinets are “black hole”. ”

I think that some crimes were simply committed there-maybe people illegally held it, maybe something else. And to hide a significant crime, they went to less serious. After the noise rose, they eliminated all these violations, ”says Nabiullin. But on that day, observers could not get into the department.
