Zamoskvoretsky Court of Moscow sentenced the former director of the Federal Penitentiary Service of Alexander Reimer to eight years in a general regime colony and a fine of 800 thousand rubles. This is reported by Interfax.

The day before, Judge Elena Averchenko found guilty of the theft of 1.3 billion rubles when the purchase of electronic bracelets Reimer, his former deputy Nikolai Krivolapov and the director of the Federal State Unitary Enterprise "Center for Information and Technical Support and Communications of the FSIN" Viktor Imenovov.

All three were found guilty of fraud on an especially large scale (part 4 of Article 159 of the Criminal Code) and abuse of powers (part 3 of Article 285 of the Criminal Code). In addition, Krivolapov was found guilty under Part 1 of Article 222 (illegal acquisition and storage of ammunition). In the framework of this case, the state represented by the FSIN filed a civil lawsuit about compensation for material damage in the amount of 2.7 billion rubles.

In February last year, the Investigative Committee brought the final charge to the defendants in the case. According to investigators, Reimer, being as head of the FSIN, in 2010 put on an organized criminal group from his immediate environment. Her members were the rear of the rear, Major General Krivolapov, a long-standing Reimer, CEO of Meta Nikolai Martynov and retired police colonel defined. The purpose of all of them, according to the investigation, was illegal enrichment at the expense of large thefts of budget funds allocated by the Federal Penitentiary Service for the introduction of an electronic monitoring of supervised persons in the system of execution of the system of electronic monitoring.

According to the Investigative Committee, Reimer created a new intra -decoration structure, which was transferred to all contracts for the production of electronic bracelets. It was planned to make them in Zhigulevsk "in the squares and using the specialists of LLC" meta ". At the same time, the Samara company did not have their developments and they bought all the technical documentation and prototypes of bracelets that have already been tested at the FSIN Research Institute for another developer - Perm East of Perm.

At the same time, the then head of the FSIN personally approved the prices for bracelets. The investigation considers them "obviously high." On November 22, 2010, at these prices, the first contract for the supply of bracelets was concluded by the prison department. The cost of one bracelet ranged from 108.5 thousand to 128 thousand rubles in it. In 2011, the contract with FSUP grew up to 2.6 billion rubles. At the same time, as it turned out during the investigation, some of the bracelets made in Zhigulevsk did not work. The cost of all products was overpriced several times.

After the scheme earned, Reimer received 140 million rubles in cash from Martynov as a payment of her services.

In March 2015, the defendants were detained . Before the trial, Reimer and Definov were detained, a measure of restraint in the form of house arrest was elected against Krivolapov.

Martynov’s case, who fully pleaded guilty and entered into a pre -trial agreement on cooperation with the Moscow Prosecutor Governmenta, was allocated into separate production. The court examined his case in a special order and sentenced him to three years and eight months of a general regime colony, as well as a fine of 500 thousand rubles.
