By July 1, 2017, most entrepreneurs are required to buy new cash registers for their outlets. The cost of one such box office is from 30 to 50 thousand rubles. A fiscal drive, which is required to be changed every 13 months, costs from 5 to 13 thousand. What's happening? It turns out that the tax decided to switch to a new system for obtaining data on the back of the outlet. Previously, these data were mined by tax authorities, and now, thanks to the new ticket offices, all information will be transmitted online mode. Such a system has already been checked and used in alcohol trade.
These changes in the FZ-54 are not very worried about large companies, but for small businesses 30-50 thousand rubles for each outlet-a lot of money. According to the Unified Register of Small and Medium Enterprises, nearly 6 million micro and small businesses have been registered in Russia. These are 14 million jobs.
Evgenia Gromova, the co -owner of the Fix Cafe network, the cash changes affected directly. Eugene has dual citizenship - Russian and Israeli. When asked why he decided to open a cafe in Russia, Gromov replies: “It seemed to me, and now it seems that it is much easier to start here. I have many familiar entrepreneurs in Europe and Israel. Judging by their stories, everything is more difficult there with the paperwork and other bureaucratic formalities. ”
As it turned out, opening a business in Russia is really easy, but in order to keep afloat, you need to look for compromises and meet various tax authorities.
“The transition to new fiscal devices is an excellent initiative,” says Eugene. “She will really make life easier for both the authorities and us.” This system is already working well for alcohol merchants, so there are no special questions for it. But I sincerely do not understand one thing: why should I pay for its implementation, if it is, this implementation, completely in the interests of the tax? Of course, we can find money to replace the box office in each of our three cafes. But, firstly, in my opinion, the fact that I have to pay from my pocket to make the work of the state easier is unfair, and secondly, these expenses will seriously hit our budget. Moreover, this law will force half of Moscow to work in black ( not to pay taxes. - M.Sh. ). ”
“Understand, this is very insulting,” Gromov is indignant, “when you open a business for commercial, but at the same time public goals, and you are put in the wheels of those who, on the contrary, should help in every way. We made a very inexpensive cafe, we have everything, from a cup of coffee to Caesar salad, costs 60 rubles. In each of our institutions there is Wi-Fi, people can sit and work. But I do not really understand how we exist if such laws come out. And you seriously think about whether it is worth doing entrepreneurship here. ”
New Gazeta asked the chairman of the State Duma Committee on Budget and Taxes of Andrei Makarov whether changes to the FZ-54 at the prices of products will be reflected. Mr. Makarov replied that this issue will be considered by the lower house of parliament in the fall of 2017. The State Duma will also consider the bill on tax deductions that compensate the business with money spent on new cash registers. Compensation will be received by those who were not obliged to use cash registers before. That is, state money should not be waiting for restaurants, cafes, shops, hairdressers, cinemas, medical centers and pharmacies.
