The Legislative Assembly proposes to facilitate the employment of Novosibirsk disabled people

The Legislative Assembly of the Novosibirsk Region proposed to consider additional incentives for the fulfillment of quotas for the employment of disabled people. For example, place state orders at the enterprises of public associations of disabled people.

The issue was considered at a meeting of the Committee on Social Policy, Health, Labor Protection and Employment. Now in the Novosibirsk region there is an order by which organizations with the number of employees of more than 35 people are ordered to hire disabled people in the amount of at least 3% of the average composition of the enterprise. In practice, this norm works poorly, at 3382 enterprises of our region 11,800 jobs are led, of which 7539 jobs are actually occupied by disabled people.

According to the press service of the Legislative Assembly, the Committee proposed amending the Law “On Social Protection of Persons with Disabilities in the Novosibirsk Region”, supplementing it with Article 20.2, which says “in the event of an agreement on the organization of workplaces for the employment of the disabled, an employer who has been established for admission to the work of disabled people (hereinafter referred The employment of people with disabilities to another employer (hereinafter referred to as the receiving party), and the receiving party at the expense of the guide allocates (creates) jobs and (or) special jobs for the employment of disabled people and hires disabled people at the expense of the quota established for the guide for the work of disabled people. ”

The chairman of the Committee on Social Policy, Igor Grishunin, focused on the fact that disabled people often need to ensure special working conditions. “But at a particular enterprise, there may not be the opportunity to organize jobs for the disabled. Therefore, we considered various alternative ways of performing a quota, ”he explained. - There is a rental of jobs when a company that already uses the work of disabled people, and, therefore, has equipped jobs, such places are rented. It is possible to create specialized jobs for the disabled by several employers. As an option, we can consider the placement of orders at the enterprises of public associations of disabled people, which also actually supports the employment of disabled people. My colleagues and I decided to provide the employer with the right to finance the creation of jobs for the disabled. I hope this will be an effective support measure for disabled people who want to work. ”

The deputies voted to submit for approval in the first reading at the session of the parliament of the bill “On Amending Certain Laws of the Novosibirsk Region”, within the framework of which amendments to the law “On the Social Protection of Persons with Disabilities in the Novosibirsk Region” are proposed.
