And when they know the opposite - that any lawlessness (especially perfect with disloyal citizens who do not suffer from a loyal way of thoughts) will get away with it - they create it further with a vengeance.
"Unpret the ball" must start from here. Not from calls to plant corrupt officials (in such a court they will come out dry out of the water, even if they get into it), but with the requirement to change the judicial system.
Several months of work in the country of courts, subordinate only to the law - and the Ministry of Repression will fall apart, and the Putin system of "capitalism for friends and acquaintances" will crack at all seams. And the law will finally be one for all, and will be higher than any government.
These are not groundless fantasies: this is how they live in normal countries. Which Russia must become. "
