The ECHR recognized the law on gay propaganda discriminatory. The Ministry of Justice wants this decision to challenge

The European Court of Human Rights recognized the discriminatory article on the prohibition of propaganda of non -traditional sexual relations among children, as well as the fact that it violates the right to freedom of expression. The Ministry of Justice is not in accordance with the decision of the ECHR and intends to appeal the decision.

The case was filed in the court by LGBT activists Nikolai Baev, Alexei Kiselev, as well as the founder of Gayrussia.ru Nikolay Alekseev. They complained about violations of articles 10 and 14 of the Convention on the Protection of Human Rights. Activists believe that the article led to a ban on public statements regarding identity, rights and social status of sexual minorities.

Of the seven judges against the decision that Art. 6.21 Code of Administrative Offenses discriminatory, only a judge from Russia to the ECHR Dmitry Dedov voted.

According to the court’s decision, Russia must pay Baeva, Kiselev and Alekseev 49 100 euros of compensation.

Later, a message appeared on the Ministry of Justice’s website, which says that the department was not in accordance with the decision of the ECHR and intends to appeal the decision within three months. The ministry noted that this law was aimed "exclusively to protect the morality and health of children."

On July 2, 2013, Article 6.21 appeared in the Code of Administrative Offenses-“Propaganda of non-traditional sexual relations among minors”: sometimes it is used, in particular, in order not to coordinate and suppress the measures of LGBT focus.
