The Accounts Chamber criticized the execution of the Crimean Development Program

The Accounts Chamber checked the execution of the federal program for the development of Crimea and Sevastopol until 2020 and sent her comments to Deputy Prime Minister Dmitry Kozaku. This was written by Kommersant, who got acquainted with a copy of the document.

Auditors revealed a low level of budget development: in 2015, it amounted to 23.6%, in 2016 - 63%. The letter compiled by the chairman of the Accounts Chamber Tatyana Golikova also refers to the low level of raising funds from extrabudgetary sources (6% in 2015 and 2.6% in 2016).

The Accounts Chamber explained this by the “lack of an effective management system” by the federal program. As the author of the letter noted, the creation of such a system is entrusted to the Directorate for the implementation of the program, the head of which is the former adviser to ex-governor Sevastopol Sergey Avayylo Andrei Nikitchenko. At the same time, Kommersant emphasized that in the documents governing the activities of the organization, the functions of managing the program have not been established.

In addition, auditors criticized the financing of the directorate, which in 2016 allocated 163 million rubles and 157 million rubles in 2017.

“In 2016, the average monthly payments to the management of the Directorate amounted to from 472.6 to 607.5 thousand rubles, and 302.8 thousand rubles,” Golikova emphasized employees of non -browning links.

The auditors also pointed out a lag in construction, which was recorded at 180 facilities out of 448.

Among financial problems, the Accounts Chamber called the debt to pay taxes and fees to the Crimean budget, which as of January 1, 2017 amounted to 665.9 million rubles, and 162.4 million rubles to the Sevastopol budget.

The author of the letter proposes to entrust the Ministry of Economic Development to take measures to increase the effectiveness of the execution of the federal program, as well as “pay attention” to the amount of funds allocated for the maintenance of the directorate.

According to the source of Kommersant in the government, Kozak instructed the Minister of Economic Development Maxim Oreshkin, Minister of Finance Anton Siluanov, the head of Crimea Sergey Aksenov and the temporarily acting governor Sevastopol Dmitry Ovsyannikov to take “comprehensive measures to increase the efficiency of work”, as well as eliminate violations until July 1.
