Activists Vladislav Zdolnikov, Alexander Litreev and Alexander Brusentsev sent statements in the TFR with a demand to verify the actions of officials of the Ministry of Communications and Roskomnadzor under articles on abuse of powers, negligence and obviously false denunciation. As noted in statements, at the end of May, mass blocks of popular sites occurred in Russia, although their addresses were not included in the register of prohibited information. This happened due to the "serious vulnerability" in the lock system, activists emphasize. At the same time, no later than March 21, they already knew about it in Roskomnadzor, the documents said with reference to the answer to the Ministry of Communications to the request of Netfox LLC about the existence of such vulnerability.

Thus, the department did not fulfill its duties to eliminate vulnerabilities, activists say. They ask the TFR to check whether there are any of the Criminal Code in the actions of officials of the Ministry of Communications and Roskomnadzor (abuse of authority) and 293 (negligence).

In addition, healthy people and Litreev declare the commission of the crime under Article 306 (knowingly false denunciation).

On May 15, Vedomosti reported that the RKN sent an application to the Ministry of Internal Affairs demanding to investigate unreasonable locks andaccused Litreev and Zdolnikov in them . Activists decided to leave Russia temporarily and left for Kyiv. However, they did not turn to the Ukrainian authorities with a request for political asylum.

“We didn’t give our passports to anyone, we recently reached Kyiv and still want to wait a while to see how the situation around the complaint of Roskomnadzor in the Ministry of Internal Affairs will develop. Depending on how the events in this case will develop, we will already decide: to return to Russia or not,” Zdolnikov said.

Litreev is the founder of the studio Alexander Litreev, who is engaged in the development of sites and mobile programs. He is also the author of the Krasnaya button application, which tells lawyers about the detention of their customers on protests. Zdolnikov - Director of NewCaster.TV and IT consultant of the FBK. As a federal official noted to Vedomosti, the vulnerability of the RKN lock system has been discussed since spring. It was then that unreasonable locks began, and the censorship department did not solve this problem. It is impossible to find responsible for such locks, the interlocutor of the publication added.

On June 9, malfunctions occurred in the payment system on cards of a number of Russian banks. According to media reports, this was also associated with vulnerability in the system of locks of the RKN . About 10 thousand IP addresses of various world financial organizations were in the listed list, of which approximately 100 technical addresses of 3D-Secure-a system used by banks to authorize Internet payments.

On June 10, it became known that the providers in several regions received from RKN orders until June 16 to limit access to sites from the black list only by IP addresses, but not by DNS. The media associated this with the vulnerability of the blocking system. To correct the situation, the censorship department on June 7 compiled and sent the providers a white list of more than 2 thousand domain masks and IP addresses of popular resources that cannot be blocked. The list includes such masks as *.yandex.ru, *.Facebook.com, *.vk.com, *.google. *, *.Twitter.com, *.youtube.com, *.instagram.com. However, this can lead to the fact that no site containing a mask of this type in the address will be impossible to block the decision of the department.
