Ferran case: Macron does not give away his
The scandal with Richard Ferran, the Minister of Regional Development, who, before appointing to the Cabinet, was the general secretary of the Macron political movement “Forward!”, The first to break out. (Now it is called "Forward, Republic!"). The satirical newspaper Le Canard Enchaîné wrote that in 2011, when Ferran was the general director of the insurance company, she issued an expensive building contract with the realther firm Ferran. At the time of the decision is made, the Rielter company has not yet owned the building, which it offered for rent. Moreover, there was also no company itself, which was later created with the authorized capital of 100 euros. Then, in the building purchased by Ferran’s wife on credit with a zero fee for 402,000 euros (under the guarantees of an insurance company led by Ferran himself), at the expense of the insurer, they also made repairs for 184,000 euros. Etc.
President Macron and Head of Government Eduar Philip defended Ferran until the last (in fact, they continue to do this now), but the pressure from the media and the opposition did not weaken, and on June 1, on the second attempt, the Brest prosecutor’s office nevertheless opened a preliminary investigation in this case.
Nevertheless, Ferran continued the election campaign for the National Assembly from the Macron Party “Forward, Republic!”, And on June 18 he was even elected.
The next day, June 19, Macron, who does not want to “hand over” a person from his near circle, made a “Solomon decision”: Ferran leaves the government, but will lead the presidential faction in parliament. That is, in fact, Ferran went to increase: the post of head of the faction of the parliamentary majority “weighs” more than many ministerial posts.
As a result, on the one hand, Macron “showed power” and did not succumb to the “pressure of the media”, and on the other hand, he “did not pass his own” and found an authoritative leader for the heterogeneous and inexperienced, mainly army of “presidential” deputies by the number of 308 people.
Bayru case: Macron got rid of an unnecessary ally?
The scandal with the Minister of Justice Francois Bayru (part -time - the head of the Union Macron of the Center Party of Modem) broke out in front of the first round of the parliamentary elections, in early June. The State Channel France Info has begun a journalistic investigation about the possible use of the Party of “fictitious” assistants in the European Parliament. According to France Info, the “at least ten” employees of Modem - including Katrin Auaj, personal secretary Francois Bayru, came into view of the investigators' field. Further, Bair behaved strangely, calling Radio France (which includes France Info) and trying to “put pressure” on the radio leadership. Birera, unlike Ferran, did not protect the authorities with all his might: Prime Minister Philip immediately publicly “pulled” the Minister of Justice.
A special piquancy to the scandal with Bire was attached the fact that it was he who prepared the first “signs” law of the Macron presidential five -year plan - the law on the “moralization of public life in France”. It so happened that on June 14, when Birera represented the law at a meeting of the Council of Ministers in the Elisean Palace, two more ministers were sitting next to him, who fell into the funnel of the same scandal: the Minister of Defense Silvi Gular and the Minister of European Affairs Mariel de Sarnez (both from the same party of Modem).
As a result, on Tuesday, June 20, the Minister of Defense Goular announced his resignation, and today, on the day of the government’s reassignment, the Minister of Justice Bayru and the Minister of European Affairs Mariel de Sarnez did the same.
Thus, in 3 days, 4 ministers left Macron from Macron due to scandals.
Apart from this annoying circumstance, it can be noted that from a political point of view, the departure from the government of a little popular 66-year-old Bayra (who received a post in the ministry in gratitude for the fact that in February he “merged” his candidacy in the presidential election in favor of Macron) is a small loss for the president of France. Rumors that Macron is “burdened” by the service that provided him with a “political veteran” for a long time.
Bayru himself, an hour before the announcement of the new cabinet, gave a press conference, at which he stated that he became a targeted attack and that he considers to be unacceptable for himself “to live without the right to vote” (judging by numerous leaks from the Champs Elysees, Macron demands from his ministers “iron discipline”). At the same time, Bair said that he would remain faithful to the president.
And here is the composition of the new cabinet: the head of the Ministry of Defense again became a woman - 54 year old Florence Parley. In the 90s and 2000s, she worked in the government and from 2000 to 2002 was a budget Secretary of State. Since 2016, she headed the division of the French State Railway Company SNSF Voyageurs, before that (2008-2014) was the Deputy General Director of the Air France.
The Minister of Justice was the 62-year-old Michelle Belube, who has been working in the Constitutional Council since 2013, she has a legal education. Held various power posts in the administration of Toulouse and the region.
The Minister of European Affairs under the Foreign Minister became 53-year-old Natalie Luaso, who built most of the career at the diplomatic department. In particular, she was a spokesman for the French Embassy in the United States at that difficult time for French diplomacy when Jacques Shirak refused to send the French to Iraq (2003).
The Minister of Regional Development was the 69-year-old Senator Jacques Mesar, a representative of the levocentric "Radical Left Party" (enters into an alliance with socialists). On May 17, 2017, Mesar was appointed Minister of Agriculture, but now transferred to a new direction.
The minister under the Minister of Internal Affairs was the 66 -year -old Senator Jacqueline Guro, appointed “to help” Gerard Kollomba - the head of the Ministry of Internal Affairs, the mayor of Lyon and one of the people closest to Macron. She, like a colllo, has no experience in law enforcement. She was the mayor of La-shossa-sen-Victor, a town with a population of 4.5 thousand people. The appointment of Guro, which is a member of the Modem party, is obviously a "compensation" of Macron in relation to the resignation of Bire (creator and head of Modem).
Nevertheless, instead of 3 members of the government from Modem, only 2 remain in the new government. And they now occupy “auxiliary” posts. The 61-year-old Genevieve Darrissec became a Secretary of State under the Minister of Defense. Darrissec-member of the Executive Committee of Modem and the mayor of the 54,000th city of Mon de Marssan.
In total, 5 new ministers and 6 new Secretary of State were included in the new government of Prime Minister Philip.
