
The Investigative Committee canceled the decision to refuse to initiate a criminal case on the beating of Bolotnik Ivan Nepomnya and other prisoners in the Yaroslavl correctional colony No. 1. This was reported by the Public Verdict Foundation.
In the TFR, the refusal was considered "illegal and unreasonable." A new investigator was appointed in the case.
On June 9, it became known that the TFR refused to initiate a criminal case under part 3 of Article 286 of the Criminal Code (abuse of authority) on the beating of non-reflectors, as well as the concluded IK-1 Ruslan Vakhapov and Evgeny Makarov. The investigation department recognized the use of force to prisoners of the FSIN employees. Lawyers of the "Public Verdict" said they would appeal the refusal.
On April 20, the Nepomnyans were sent seven days to the schizo, saying that he did not fulfill the “Hatch” command. This happened immediately after the application for the parole of the Politsek.
On April 24, information appeared that the Nepomnya, Vakhapov and Makarov were beaten . Bolotnik received injuries of the legs and lower back. However, he suffered less than others. Ruslan Vakhapov and Makarov inflicted serious damage throughout the body. Vakhapova hit his head several times on the concrete floor. Makarov, beaten very strongly, opened the veins in protest.
On April 28, the ECHR gave the priority of the complaint of Nepomnya, Vakhapov and Makarov of bullying in IK-1 and demanded to take interim measures . All three applicants were supposed to be at 48 hours examined by independent doctors in the presence of protection, and the results of the examination were sent to the ECHR. Also, the country's authorities were demanded to present convincing evidence that non -remembering, Vakhapov and Makarov have unhindered access to their defenders and to the Strasbourg court. Finally, by May 4, Russia was obliged to report information about the results of the proceedings carried out in the country on applicants' complaints.
However, the leadership of IK-1 refused to let lawyers go to the non-resounding and other prisoners. The FSIN said that the "independent medical commission", who examined the prisoners on April 28, did not find injuries from them.
On May 5, the ECHR repeatedly demanded that Russia allow lawyers and conduct a medical examination. On the same day, the colony administration extended for another six days the term of detergent in the schizo.
On June 9, Nepomnya and Vakhapov were again placed in a schizo . Contrary to the law, they were not examined by the medical board. On June 16, prisoners extended the term of detention in the schizo .
On June 14, the Nepomnya turned 27 years old. Its term ends at the end of August this year. On December 22, the judge of the Zamoskvoretsky District Court of Moscow Alexei Kaveshnikov sentenced the Nepomnya to two and a half years of the general regime (
