
Several deputies of the State Council of the Komi at the sample of the permanent commission on housing and communal services on June 20 criticized the proposal of the regional government on the supply of tariffs for thermal energy, water supply and sanitation for the surgery and commercial enterprises by 25%. The most protested by United Russia, Sergei Artyev, who , on the eve of the meeting, accused the Komi tariff committee of sabotage and the deterioration of the business climate. As a result, the deputies supported the proposal that Thu leave the tariff at the level of last year, which will be considered at the parliament session tomorrow. Tatyana Saladina, who opened the meeting, gave the floor to the head of the republic’s service at the tariffs Pavel Secretaria, who outlined the justification for raising fees for housing and communal services. According to the official, if in the near future not to increase the prices for business, you will have to raise them for the entire population.
According to him , a little more than 80 million rubles were found in the budget. In order for the tariffs to remain the same, 200 million rubles are needed. The official also listed the cost of one gigacaloria for different regions of Russia: 3,763 rubles. - In Komi, 3,878 rubles. - in the Murmansk region, 7 420 rubles. - Nenets Autonomous Okrug. According to him, in the Pskov region, the price of gigacaloria reaches 7 thousand rubles, and in the Arkhangelskaya - up to 9 thousand rubles. Thus, taking into account 25% of the growth rate in Komi, taking into account 25% of the increase, which is similar in a number of other regions.
MP Sergey Artyev opposed this initiative, who said that the tariff was “wildly high” and, if it is still increased, it would be necessary to find funds to support entrepreneurs.
- As far as I see the experience of other regions, a number of municipal and regional programs have been adopted there, which for the coming years the goal of themselves setting funds to modernize heating systems in order to reduce the accident rate, heat loss, to come to a certain point at which the subsidies will decrease and the tariff will fall, ”the deputy said.
Artyev asked why the possibility of introducing alternative boiler houses that could work with lower financial costs was not taken into account. To this, secretaries replied that not all components of the issue have been worked out, for example, investment.
Nina Nesterova, chairman of the Committee on Legislation and Local Self -Government, reminded the deputies, the campaign of energy conservation, which would reduce expenses, and the municipality of municipalities. In response, Tatyana Saladina spoke about the debt of the regions of the republic for July 1 of this year: the Izhemsky district-more than 27 million rubles, Sysolysky - more than 31 million rubles, Troitsko-Pechersky-about 8 million rubles, Ust-Kulomsky - 31 million rubles, Ust-Zilemsky-33 million rubles, Priluzsky -39.5 million rubles.
“With the adoption of such a law, this deficiency will grow,” she said. -In Ust-Tsilm, they complained to me that they have not received money from the budget for the preparation of schools and kindergartens for the school year for the second year. They have debts, and with raising tariffs this amount will grow.
“ They have already become a habit that the communal apartment is always secondary, that the republic will always help,” objected the deputy head of the Ministry of Finance of the Republic Valentina Turkina. - In 2017, we took on all expenses for the content of multifunctional centers (MFC), the subsidy remained with the municipalities. For this year, we partially exempted them from paying loans, about 400 million rubles were released from the municipalities. The number of municipal employees in the country goes off scale, municipalities should be optimized.
Sergei Artev made a rather sharp remark that it was already similar to negligence, since the Ministry of Finance and the Ministry of Construction should take into account these funds when they made calculations on tariffs.
“And you were originally sure that the law would be held with a bang that it has already been adopted,” he reproached secretaries. - Another question: the lack of funds and planned expenses is the money of the Komi thermal company?
“ The lion's share is thermal energy,” Saladina confirmed.
The financial director of the Komi Thermal Company, Alexander Moshegov, said that the main problem is debts, and mainly not the population, from which it is possible to collect 92–94%, or entrepreneurs, but budget enterprises.
“ Today, budgets of all levels owes us 260 million rubles, of which 200 is overdue debt, and 60 - current payments,” he said. - The main part of the money goes to fuel and salaries, almost nothing remains for modernization. If we are at such a pace as now (130-200 million rubles per year), we will invest [in the modernization of heating systems], then we will do this for 30 years, and then we will modernize what we started today. Everything that is happening now was laid many years ago, when the thermal complex was divided into whale and fry. - What measures does the republic take so that we have the right networks to compete? What money is going to invest in the modernization of the energy system so that the consumer pays less? - asked Artyev.
“All opportunities will be involved,” the deputy secretaries assured.
“But tariffs rise every year,” objected Artyev. - We will now go to the session [the State Council of the Republic], but I have no joy. The prospects are foggy, I would say negative.
Tatyana Saladina recalled that the situation is also complicated by the problem of gasification of the districts:
- The agreement on it will be signed without numbers. If it starts to work, then five years later it will reach the district when the boiler houses are transferred to gas heating - it is also incomprehensible. If growth will be at such a pace, in a year we will go to one hundred percent payment of the housing and communal services and no law will have to be considered anymore.
According to Alexander Moshegov, the obscure situation with gasification of the districts also inhibits the modernization of heating systems.
-When this concerns the Sysolsky district, Syktyvdinsky and the village of Cortekero, then to do some kind of modernization there, knowing that in the next two to three years there will be gas, it makes no sense.
After an hour and a half discussion, the deputies decided to put to the upcoming session the proposal to leave tariffs at the same level. Sergei Artyev proposed to launch an analysis of the calculations of the Ministry of Construction of Komi regarding a decrease in subsidies and tariffs. His proposal did not pass.
