If everything is purchased honestly - why hide?
In the dashing 1990s, a law was adopted, obliging senior officials to declare income, etc. This were proud: openness! honesty! purity! The fight against corruption! Now - a cool turn.
Here is an example - one paragraph of the official document. If you take your nerves, miss without reading.

Criminal Code, Art. 283. Disclosure of state secrets. It is punishable by imprisonment for a term of 3 to 7 years.
